作家李承鹏,对央视主持人倪萍当选"共和国脊梁"评论说:把国家和政府当父母,为了
不给父母添乱,就从不在两会上投反对票的倪萍,获得了脊梁的殊荣,但我认为:倪萍
患了颈椎病。
我觉得把国家和政府当父母,是一个很欠(贱)的说法。通俗点说 国家就是保镖,政府
就是物管,是纳税人聘来的,为不给保安和物业添乱,哪怕它们做得再差,也不投反对
票,这种逻辑,一定导致"你到底是为党说话,还是为老百姓说话"这类的励志名言及墓
志铭言,教育出更多的软骨头而不是脊梁。
所以我反对从不投反对票的倪萍是"共和国脊梁",我不认为这么说有什么不对,不为老
百姓说话的代表,即使是脊梁,也是颈椎病的七,而不是迎风招展的一。
这个国家,总有这么一群人,他自己装看不见弊端,还不许别人看见。
他从不投反对票,还反对别人投反对票。因为他凭藉这个方法赚到很多,上边有大佬儿
罩着,下边有脑残的欢呼。到后来,他不再是当初那个,只是有些傻气的人,而成为精
明的帮凶,他其实确实知道自己要什么,怎么要。倘若你发现了这些技巧,他会深情地
望着你说:呀,我只是一个孩子,想帮父母操点心。
好人倪萍不是脊梁,只是伎俩,因为这么个伎俩,高堂之上,本来有些心虚的父母就坦
然了:有这么一群代表民意的脊梁,油价就不用降了,房价也不算太高,总之一切都是
发展中必然遇到的问题嘛。
倪萍在微博中,教我要厚道、善良。我觉得最厚道的是帮人民说话,而不是成为两会上
永恒不倒的"同意牌"假肢。
这国家的人民被"善良"害了几千年了。倪姐夸我散文写得好,这不值一提,并且这国家
已经让我没心情写散文了,我写的《李可乐抗拆记》比所有的抒情散文都好。因此交换
彼此的书就不必了,我俩不是一路人,你我的区别,就是《李可乐抗拆记》和《姥姥语
录》的区别,这不是两本书,是两个中国。
不如你带我去姥姥的菜市场,我带你去拆迁现场,看看咱俩谁先崩溃,然后你在两会
上,反对一次父母,我在文章里表扬一次父母。倪,敢吗?
最后,我对脊梁是这么看的:脊梁是人体最重要的中枢神经系统,实现大脑指挥屁股。
如果屁股指挥大脑,不叫脊梁,当了一辈子代表,连句能担当的话,都不敢说,这脊
梁,最多也就是野夫说的,一根从墙里头扔出来的骨头。

媒体报导说,贵州毕节阿市中学,26岁的女教师周琴报警说,自己酒醉后,被当地国土
资源管理所所长王忠贵强奸。警官钟显聪说:"戴避孕套不算强奸",劝其私了。检察院
也以证据不足为理由,让公安机关补充侦查。事件被曝光后,王忠贵因涉嫌强奸被逮
捕。
网上有一篇署名李立君的文章评论说:诡异的体制下,总会上演一些荒诞的喜剧。从来
没有法律规定:"戴避孕套就不算强奸"。但没有规定,不代表没有"龟腚",你看不
到,它却存在,中国人终于明白了,那叫潜规则。
如果媒体没报导的话,事情会是什么样儿呢?设想一下,结果是:王忠贵依然当他的所
长,享受着避孕套带给他的福利;毕节市人民检察院门前的国徽依然烁烁发光,只是被
套上了一层白色的胶状物,国徽从此失去了生育能力。
王忠贵已经被逮捕了,我们却悲哀的发现,如果没有媒体的报导,沉重的大众,竟然会
输给一只轻薄的避孕套。这不是一只普通的避孕套,这是一只,谁戴上就能强奸这个民
族的避孕套。表面上一片盛世的景象,事实上,我们整个民族已经被它强奸着,这只套

家报纸不约而同,准备好许多版位报导事件,并悼念死难者,但却在中宣部的禁令下撤
版,有些报章以近乎〝开天窗〞方式,表示不满。不过,仍有大批媒体抗命。其中,《
经济观察报》以八个版面的〝特别报导〞,详细分析了〝温州动车事故〞。
从7月30号开始,〝温州动车追撞事故〞的相关报导,进入噤声期。
29号晚9点左右,中共政治局常委李长春长期控制的〝中宣部〞,连续下达3道封杀
令,对于大陆媒体报导温州动车事故,〝除正面报导和权威部门发布的动态消息外,不
再做任何报导,不发任何评论。〞
一名广州报社的资深编辑透露:当晚,百家报纸在撤版,千位记者被毙稿。
据了解,《21世纪经济报导》和财经周报《中国经营报》接到禁令后,各自撤下8个相
关版面;《新京报》、浙江的《钱江晚报》和西安《华商报》等也都撤下了原本准备好
的版面。
中宣部的禁令引起了大陆媒体的强烈反应。上海《青年报》、《东方早报》和广州《南
方都市报》等,都以〝开天窗〞的方式表达不满。此外,有多家报社的编辑在微博上贴
出了被撤下的版面,也有记者在个人微薄上转播再也无法上版的新闻。
不过,中共当局镇压舆论的铁腕作风,反而引爆中国近年罕见的"媒体抗命潮"。
上海《青年报》30号头版,是以获救的小女孩伊伊笑脸图片,配以"伊伊,一定要好好
长大"的文字,玩擦边球,继续报导事故真相。
《经济观察报》30号同样以醒目的标题≪温州没有奇迹≫,揭开了8篇强有力的问责。其
中问:≪谁是真凶≫、≪铁道部在掩饰什么?≫。还提了一些设想,例如≪全国人大应启动
特别调查程序≫、≪请为死难者立碑≫、≪请敬畏生命≫、≪分拆铁道部≫等等…。《经济观察
网》还以〝经济观察报九评温州动车追尾事故〞专题,评论这起事件。
而《新京报》将原本的头版改为北京暴雨,但以《7日雨未绝,1天2预警》为标题,似
乎想用气象比喻心境。
有报社编辑呼吁报社老总鼓起勇气抵制禁令,〝站着把新闻做了〞。媒体人阿丁说:〝
媒体老总们,请在此刻积蓄勇气、唤醒良知……禁令是用来突破的不是用来奴才听令
的,绳索是用来挣脱的不是拿来自缚手脚的。〞
《苹果日报》报导,大陆传媒研究者统计发现,29号至少有近百家〝都市类报纸〞,引
用温家宝〝要给群众真相〞、〝是否救人第一,铁道部要回答〞等做头版大题,形成〝
千夫指向铁道部〞舆论倾向。这和2008年5.12〝四川大地震〞后的沉默相比,大陆媒体
在温州火车事故中显然〝人性〞有所擡头。然而,〝人性〞的一面最终会不会战胜〝党
性〞,令人拭目以待。
《九评共产党》书中〝以党性取代和消灭人性〞写道:〝共产党员以及共产社会的人民
首先被要求的,是绝对的服从,这是所谓组织路线的全部内容。……按照共产党的要
求,(党性)永远超越普遍人性而存在。……一个党员,无论他在私下对你表达了怎样的
意见,但一旦作为党员表态时,必然要和'组织'保持一致。〞

Department(CCPD) issued orders to ban such reports.Some newspapers left the

was rescued from a crashed train carriage,with the words, "Yiyi, you must
grow up well."Thus, it was able to continue reporting the truth indirectly.

criticismwith a striking title "No miracles in Wenzhou".
The articles were "Who is the real killer?" and"What is the Ministry of
Railways trying to hide?"It also provided some suggestions, such
as"National Congress should start a special investigation,""Please
construct monuments for crash victims","Please respect people's lives",
"Split the Ministry of Railways".Economic Observer News also commented on
this incidentwith a special topic "The Nine Commentaries on Train Crash."
Beijing News changed its first page to reportthe downpour in Beijing, with
the title"Endless Raining for Seven Days;Two Warnings per day," linking its
feeling to the weather.

【新唐人2011年7月30日讯】12年前,中国大陆最大走私案�远华案�的主角赖昌
星,在中国和加拿大双方多次角力之后,终于获得中方保证不会判他死刑的前提下,回
到了中国。赖昌星会被如何量刑?律师表示,赖昌星不判死罪,违反法律。也有学者认
为,利用好赖昌星案件也是彻底根除腐败的一个契机。
早年在对�远华走私案�的审判中,被判处死刑的有14人,无期徒刑12人,刑期不等者
多达58人。
江西律师郭莲辉认为,案子本身判了十几个死刑,首犯赖昌星不判死刑,说明中共当局
没有法律意识。行政当局怎么能指挥法律呢?
郭莲辉律师:�依照法律的规定,中国(共)政府就不应当承诺把赖昌星引渡回中国不
判他的死刑。因为赖昌星这个案子,判了那么多的死刑,牵扯那么多的高官,如果
说,中国(共)政府的这种承诺,能够兑现的话,那就说明中国不是一个法治社会。"
郭莲辉还表示,中共当局承诺不对赖昌星判死刑,但千方百计的要把他引渡回国,人们
不得不想到背后是否有权斗的问题。他说,当时调查赖昌星案子,查到一定程度查不下
去了,是由江泽民叫停的。因为如果往下查,确实会牵扯到一些还在高位的官员。
而现在,如何审理赖昌星的案子,成了中国社会广泛关注的焦点。
海外《观察网》撰稿人朱欣欣认为,赖昌星的案件肯定是�秘密审理�,但对中共做的
免死保证,朱欣欣认为不能信。
朱欣欣:�虽然中共承诺不会判他死刑。(我觉得)很难说。像网上网友传言赖昌星掌
握这么多的秘密,一旦对中共内部不利的话,恐怕不是没有灭口的可能。找个理由,有
病了,病重了,因病去世啦,就让他消失,找很多藉口很容易的。"
不过,郭莲辉律师从法律的角度上分析,赖昌星也有免除死刑的可能性。
郭莲辉:�如果说,他交代的好,能够把相关一些隐藏很深的、过去没有接触到的或者
根本没有往下查被捂住的盖子揭开来,也可以视为认罪态度较好的一种表现。如果他还
可以立功的话,对他免除死刑另当别论。�
作家铁流也表示,赖昌星一回来,使得贪官们闻风丧胆,但如果胡锦涛保住了赖昌
星,只是把他用来争夺权位,那就是中国的悲剧,存在中国的贪腐就无法制止。
铁流:�如果这是只把很重要的利剑,而仅仅用来争夺权力,那么就画上了句号,那中
国的贪腐根本就没法制止了。如果胡锦涛真是为国家民族着想,想在中国历史留下不朽
的丰功,留下万世之英明,他就应该把这个事作为贪腐界的一个决口打开,这些贪官都
会全部落马。�
不过,朱欣欣认为:中国一切都是不确定的。
朱欣欣:�没有法治的共产社会,对它的任何预测都是很难的,它是一个铁幕,都是暗
箱操作,甚至统治者自己他也无法把握自己的未来。这种体制下,谁都没有安全感,谁
也搞不清下一步怎样。�
朱欣欣希望赖昌星把自己知道的说出来,哪怕一时公布不出来,至少中共内部留下一些
真实材料,让真相有机会在将来重见天日。

Lawyers: Lai's Clemency Violates Law
After repeated negotiations between China and Canada,Lai Changxing, the
main culprit behind the Yuan Hua Case,China's biggest smuggling case of 12
years ago,was recently sent back to China.China previously promised to not
sentence Lai to death.
How will Lai be punished, then?Some lawyers said that Lai's death pardon is
against the law.Where as some scholars believe thatLai's case is a good
opportunity to eradicate corruption.
2 were sentenced to life imprisonment,and 58 people received lesser
sentences.
Guo Lianhui, lawyer from Jiangxi Province, said that
with 14 people sentenced to death in the case,the fact that the principal
culprit Lai was granted clemencyshows the utter disregard for the law bythe
Chinese Communist Party's (CCP).How can administrative officials be above
the law?
Attorney Guo Lianhui: According to the law,
the CCP should not have promised Lai's clemency,after extraditing him back
to China.Because there were so many people sentenced to deathand so many
high-level officials involved in the case,if the CCP indeed carries out
such a promise,it will indicate that China is not governed by the rule of
law.
Guo also said that in an effort to extradite Lai to China,the CCP promised
not to kill him.It makes people curious about the possible power
strugglebehind the scenes.He said that at that time, the then-CCP leader
Jiang Zeminordered the investigation into Lai's case dropped,because a lot
more high-ranking officials were involved.
But how to properly try Lai has becomea hot topic of the Chinese society.
Zhu Xinxin, an overseas writer from "China Observer,"believes that Lai's
case will surely be secretly tried.As to the CCP's promise of clemency in
Lai's case,Zhu does not trust the CCP's promise.
Zhu Xinxin: "Although the CCP promised not to sentencehim to death. (I
believe that) it's hard to say.As per an online rumor, since Lai knows so
many secrets,if he goes against the CCP, he might be killed.The CCP will
find an excuse, like a deadly illness,and makes him disappear forever.That
is pretty easy for the CCP to do."
However, Guo analyzed the case from a legal perspective
and said that there is a chance thatLai could still be granted clemency.
Guo: If he gives an honest testimony which revealsa lot of previously
hidden facts,or if he can make other contributions to the state,then he
will stand a better chance to be granted clemency.
Tie Liu, a writer, said that when Lai returned to China,every corrupt
official was so afraid.However if the CCP's current head Hu Jintao uses
Laionly as a tool for his power struggle,then that will be China's
tragedyand China's corruption will never stop.
Tie Liu: "If (Lai) is a sharp sword (used to end corruption),to use it only
for power struggle will be a pity.If that is the case, corruption in China
will never stop.
If Hu Jintao cares about the nation and wants to make majorcontributions to
China's history and be well remembered,then he should use this case to look
into the vast corruptiontaking place in China and dismiss all those corrupt
officials."
But Zhu Xinxin believes that in China,nothing is certain.
Zhu Xinxin said: "In a communist society without laws,any prediction is
uncertain, because it is an iron curtain,with everything taking place on
the backstage;even the tyrants cannot predict their own future.In such a

星,在中国和加拿大双方多次角力之后,终于获得中方保证不会判他死刑的前提下,回
到了中国。赖昌星会被如何量刑?律师表示,赖昌星不判死罪,违反法律。也有学者认
为,利用好赖昌星案件也是彻底根除腐败的一个契机。
早年在对�远华走私案�的审判中,被判处死刑的有14人,无期徒刑12人,刑期不等者
多达58人。
江西律师郭莲辉认为,案子本身判了十几个死刑,首犯赖昌星不判死刑,说明中共当局
没有法律意识。行政当局怎么能指挥法律呢?
郭莲辉律师:�依照法律的规定,中国(共)政府就不应当承诺把赖昌星引渡回中国不
判他的死刑。因为赖昌星这个案子,判了那么多的死刑,牵扯那么多的高官,如果
说,中国(共)政府的这种承诺,能够兑现的话,那就说明中国不是一个法治社会。"
郭莲辉还表示,中共当局承诺不对赖昌星判死刑,但千方百计的要把他引渡回国,人们
不得不想到背后是否有权斗的问题。他说,当时调查赖昌星案子,查到一定程度查不下
去了,是由江泽民叫停的。因为如果往下查,确实会牵扯到一些还在高位的官员。
而现在,如何审理赖昌星的案子,成了中国社会广泛关注的焦点。
海外《观察网》撰稿人朱欣欣认为,赖昌星的案件肯定是�秘密审理�,但对中共做的
免死保证,朱欣欣认为不能信。
朱欣欣:�虽然中共承诺不会判他死刑。(我觉得)很难说。像网上网友传言赖昌星掌
握这么多的秘密,一旦对中共内部不利的话,恐怕不是没有灭口的可能。找个理由,有
病了,病重了,因病去世啦,就让他消失,找很多藉口很容易的。"
不过,郭莲辉律师从法律的角度上分析,赖昌星也有免除死刑的可能性。
郭莲辉:�如果说,他交代的好,能够把相关一些隐藏很深的、过去没有接触到的或者
根本没有往下查被捂住的盖子揭开来,也可以视为认罪态度较好的一种表现。如果他还
可以立功的话,对他免除死刑另当别论。�
作家铁流也表示,赖昌星一回来,使得贪官们闻风丧胆,但如果胡锦涛保住了赖昌
星,只是把他用来争夺权位,那就是中国的悲剧,存在中国的贪腐就无法制止。
铁流:�如果这是只把很重要的利剑,而仅仅用来争夺权力,那么就画上了句号,那中
国的贪腐根本就没法制止了。如果胡锦涛真是为国家民族着想,想在中国历史留下不朽
的丰功,留下万世之英明,他就应该把这个事作为贪腐界的一个决口打开,这些贪官都
会全部落马。�
不过,朱欣欣认为:中国一切都是不确定的。
朱欣欣:�没有法治的共产社会,对它的任何预测都是很难的,它是一个铁幕,都是暗
箱操作,甚至统治者自己他也无法把握自己的未来。这种体制下,谁都没有安全感,谁
也搞不清下一步怎样。�
朱欣欣希望赖昌星把自己知道的说出来,哪怕一时公布不出来,至少中共内部留下一些
真实材料,让真相有机会在将来重见天日。

Lawyers: Lai's Clemency Violates Law
After repeated negotiations between China and Canada,Lai Changxing, the
main culprit behind the Yuan Hua Case,China's biggest smuggling case of 12
years ago,was recently sent back to China.China previously promised to not
sentence Lai to death.
How will Lai be punished, then?Some lawyers said that Lai's death pardon is
against the law.Where as some scholars believe thatLai's case is a good
opportunity to eradicate corruption.
2 were sentenced to life imprisonment,and 58 people received lesser
sentences.
Guo Lianhui, lawyer from Jiangxi Province, said that
with 14 people sentenced to death in the case,the fact that the principal
culprit Lai was granted clemencyshows the utter disregard for the law bythe
Chinese Communist Party's (CCP).How can administrative officials be above
the law?
Attorney Guo Lianhui: According to the law,
the CCP should not have promised Lai's clemency,after extraditing him back
to China.Because there were so many people sentenced to deathand so many
high-level officials involved in the case,if the CCP indeed carries out
such a promise,it will indicate that China is not governed by the rule of
law.
Guo also said that in an effort to extradite Lai to China,the CCP promised
not to kill him.It makes people curious about the possible power
strugglebehind the scenes.He said that at that time, the then-CCP leader
Jiang Zeminordered the investigation into Lai's case dropped,because a lot
more high-ranking officials were involved.
But how to properly try Lai has becomea hot topic of the Chinese society.
Zhu Xinxin, an overseas writer from "China Observer,"believes that Lai's
case will surely be secretly tried.As to the CCP's promise of clemency in
Lai's case,Zhu does not trust the CCP's promise.
Zhu Xinxin: "Although the CCP promised not to sentencehim to death. (I
believe that) it's hard to say.As per an online rumor, since Lai knows so
many secrets,if he goes against the CCP, he might be killed.The CCP will
find an excuse, like a deadly illness,and makes him disappear forever.That
is pretty easy for the CCP to do."
However, Guo analyzed the case from a legal perspective
and said that there is a chance thatLai could still be granted clemency.
Guo: If he gives an honest testimony which revealsa lot of previously
hidden facts,or if he can make other contributions to the state,then he
will stand a better chance to be granted clemency.
Tie Liu, a writer, said that when Lai returned to China,every corrupt
official was so afraid.However if the CCP's current head Hu Jintao uses
Laionly as a tool for his power struggle,then that will be China's
tragedyand China's corruption will never stop.
Tie Liu: "If (Lai) is a sharp sword (used to end corruption),to use it only
for power struggle will be a pity.If that is the case, corruption in China
will never stop.
If Hu Jintao cares about the nation and wants to make majorcontributions to
China's history and be well remembered,then he should use this case to look
into the vast corruptiontaking place in China and dismiss all those corrupt
officials."
But Zhu Xinxin believes that in China,nothing is certain.
Zhu Xinxin said: "In a communist society without laws,any prediction is
uncertain, because it is an iron curtain,with everything taking place on
the backstage;even the tyrants cannot predict their own future.In such a
system, people have no sense of security andno one knows what the next step
is going to be."
Zhu Xinxin hopes that Lai can tell what he knows,or at least leave some

温州南站信号设备设计单位的母公司――�中国铁路通信信号集团公司�28号已经公开承
认,温州南站信号设备确实有设计问题,公司会承担与自己相关的那部分责任。�
不过,魏景翌工程师认为,这个信号设计生产部门高调的公开承认错误,有�避重就轻
�之嫌。他们试图用设备故障来掩盖中国高铁�管理上�的重大漏洞。

that the cause of the high-speed rail crash wasserious flaws in the design
of the signaling equipment.It was the first time the CCP admitted that the
train crashwas caused by human error, rather than a natural disaster.It's
puzzling to many thatthe CCP announced the cause five days after the
crash.There are also other doubtful points to be investigated.
The crash investigation team of the CCP's State Councilhad a plenary
meeting on July 28.On the meeting,the Shanghai Railway Bureau chief stated
thatthe crash was a result of signaling equipment defectsat Wenzhou South
Station.Due to these defects,a red light was wrongly displayed as
green.Also, the operator didn't give warningsbefore the crash.
Wei Jingyi, former project quality control engineer ofRailway Vehicles Co.
Ltd., regards this as a fundamental error.He says that it alone shows that
the high-speed rail systemis far from meeting the operational requirements.
Wei Jingyi: If the signal equipment indeed malfunctioned,displaying a green
light instead of a red one,regardless whether the problem is of design or
quality,the system was not tested before it was put to use.This is by no
means acceptable.
Wei said that the signal and communication systemsplay important roles in
the high-speed rail system.However, they are not important enoughto be the
main cause of the crash.
Wei Jingyi: Signal light systems are in fact not quite suitablefor the
high-speed railways.The signal systems are extra and non-essential,
because when a train travels at a speed higher than 200 km/h,the driver can
hardly identify the lights.The train is operated automatically,not relying
on signals.
The parent of the signal equipment design company forWenzhou South
Station,China Railway Signal & Communications Corporation,acknowledged
openly on July 28 thatthe design of the signal equipmentat Wenzhou South
Station did have flaws,and the company would assume due responsibility.
However, Wei believes that this public apology wasan attempt of the design
company to create a diversion.The firm tries to use the excuse of
"equipment malfunction"to cover up the railways' major administration
loopholes.
Wei: It indicates that the automatic brakingand the signaling systems
didn't work.However, dispatching is more important than both,because
dispatchers communicate with the trains.Therefore, it works faster than
signals.
Even if signals don't work,proper dispatching can still avoid a crash.
Radio France Internationale commented that
the authorities' preliminary conclusion had explainedthe cause of the
rear-end crash by the second train.However, it didn't explain the
malfunction of the first train.
People are also concerned about whether the signals anddispatching system
were independent of each other.
The article said that the CCP authorities,especially the Ministry of
Railways,defend the high-speed rail projects with full force.
They promised that there are no technical or security problemsin the
operation and transportation management.It is only too early to jump into

紧急制动系统是相连的,在绿灯的情况下,紧急制动不会启动。但民众质疑,高速动车
难道没有其他安全措施预案?
《新华网》报导,上海铁路局局长安路生28号说,"7.23"动车事故是由于温州南站信
号设备在设计上存在严重缺陷,遭雷击发生故障后,导致本应显示为红灯的区间信号机
错误显示为绿灯。
北京交通大学经济管理学院副教授李红昌表示,这个原因和他预先分析的比较接近。他
解释,这个红绿灯信号指的不是路上可见的红绿灯,而是前方列车在碾压轨道之后向后
方列车自动发出的车辆运行信号,这项信号系统和列车上的紧急制动系统相连。
李红昌:�但是是以它接收到的信号为红灯为前提,它才可能停车,因为你必须触发
它。车上虽然有自动保护系统,但是你地面相关通信设备传来的信号,必须是表明前方
有危险才行。但是恰恰传来的信号是绿灯。因此车本身不会自动停车的。�
但是民众质疑说,难道除了这个红绿灯系统,高速运行的动车再也没有其他安全保障系
统了吗?铁路的野外设施没有避雷设施吗?
彭定鼎(北京自由撰稿人):�我不相信是设计缺陷。因为这是试验过的,肯定是试验
过的。而且即便是设计缺陷,他出现了故障之后,没有应变措施吗?我不相信高铁的运
营管理系统中没有考虑到出现意外事故的预案,是这个预案没有有效启动。这是根本的
原因。�
而专栏作家杨恒均指出,廉价的电子设备都可以探查到前方的障碍物,为何高速的动车
仅仅依靠红绿灯信号系统?
杨恒均:�我们随便买一个GPS,我们都可以侦查到很多东西,包括前面有没有红绿灯
啊,我的速度有多少啊?前面有没有电子眼啊?随便买一个几千块钱的东西都可以搞定
了。你铁道动车安装的红绿灯这么经不起问题?�
安路生当天在温州召开的国务院"7.23"甬温线特别重大铁路交通事故全体会议上
说,存在设计缺陷的信号设备由北京一家研究设计院设计,2009年9月28号投入使用。
杨恒均质疑说,全国的高铁和动车是否都在使用出故障的红绿灯系统?缺陷有没有得到
纠正?为何现在动车和高铁依然在运行?为何出事线路在事故原因还没友查清的情况下
迅速恢复通车?
杨恒均:�我觉得应该一查到底。包括这个信号是谁提供的?技术经过过关没有?还有
投标是怎么来的?我听说很多网友质疑铁道部修这种高铁动车,完全把工程承包给自己
人。�
安路生在会议上还说,在雷击造成温州南站信号设备故障后,电务值班人员没有意识到
信号可能错误显示,安全意识敏感性不强;温州南站值班人员对新设备关键部位性能不
了解,没能及时有效发现和处置设备问题。

automatically by trainsto the ones running behind them.This signal system
is connected tothe emergency braking system.
Li Hongchang: "The precondition is that the signal receivedmust be red, and
then the emergency brake is triggered.Although there are automatic
protection systems on board,they are activated only by signals showing
dangers ahead.But if the signal sent is green,the train will not
automatically stop. "
People questioned, are there not any additionalprotection systems other
than the signal lights?Are there not any lightening protection facilitiesto
protect the railway devices in the field?
Peng Dingding (Beijing-based freelance writer):
"I do not believe the cause to be design flaws.It must have been tested
before.Even if it were design flaws,isn't there any contingency plan for a
breakdown?I do not believe thatthere is no plan for unexpected
accidents.However, this plan was not effectively implemented.This is the
fundamental reason. "
Columnist Yang Hengjun pointed out thateven cheap electronic devices can
detect obstacles ahead.Why does the high-speed railway onlyrely on a
traffic light signal system?
Yang Hengjun: "Even a GPS can detect many things,including traffic lights,
the vehicle's speed and electronic eyes.I can detect all these witha device

《新华网》报导,上海铁路局局长安路生28号说,"7.23"动车事故是由于温州南站信
号设备在设计上存在严重缺陷,遭雷击发生故障后,导致本应显示为红灯的区间信号机
错误显示为绿灯。
北京交通大学经济管理学院副教授李红昌表示,这个原因和他预先分析的比较接近。他
解释,这个红绿灯信号指的不是路上可见的红绿灯,而是前方列车在碾压轨道之后向后
方列车自动发出的车辆运行信号,这项信号系统和列车上的紧急制动系统相连。
李红昌:�但是是以它接收到的信号为红灯为前提,它才可能停车,因为你必须触发
它。车上虽然有自动保护系统,但是你地面相关通信设备传来的信号,必须是表明前方
有危险才行。但是恰恰传来的信号是绿灯。因此车本身不会自动停车的。�
但是民众质疑说,难道除了这个红绿灯系统,高速运行的动车再也没有其他安全保障系
统了吗?铁路的野外设施没有避雷设施吗?
彭定鼎(北京自由撰稿人):�我不相信是设计缺陷。因为这是试验过的,肯定是试验
过的。而且即便是设计缺陷,他出现了故障之后,没有应变措施吗?我不相信高铁的运
营管理系统中没有考虑到出现意外事故的预案,是这个预案没有有效启动。这是根本的
原因。�
而专栏作家杨恒均指出,廉价的电子设备都可以探查到前方的障碍物,为何高速的动车
仅仅依靠红绿灯信号系统?
杨恒均:�我们随便买一个GPS,我们都可以侦查到很多东西,包括前面有没有红绿灯

安路生当天在温州召开的国务院"7.23"甬温线特别重大铁路交通事故全体会议上
说,存在设计缺陷的信号设备由北京一家研究设计院设计,2009年9月28号投入使用。
杨恒均质疑说,全国的高铁和动车是否都在使用出故障的红绿灯系统?缺陷有没有得到
纠正?为何现在动车和高铁依然在运行?为何出事线路在事故原因还没友查清的情况下
迅速恢复通车?
杨恒均:�我觉得应该一查到底。包括这个信号是谁提供的?技术经过过关没有?还有
投标是怎么来的?我听说很多网友质疑铁道部修这种高铁动车,完全把工程承包给自己
人。�
安路生在会议上还说,在雷击造成温州南站信号设备故障后,电务值班人员没有意识到
信号可能错误显示,安全意识敏感性不强;温州南站值班人员对新设备关键部位性能不
了解,没能及时有效发现和处置设备问题。

Xinhua reported that An Lusheng,head of Shanghai Railway Bureau, said on
July 28,the 7 . 23 high-speed train accident was due to serious
designflaws of the signal equipment at Wenzhou South Station.After
lightening strikes, the signal machine wrongly displayedgreen lights
instead of red lights.
Associate Prof. Li Hongchang of Beijing's Jiaotong University,said the
cause announced is close to his previous analysis.He explained thatthe
signal lights are not road traffic lights.They are signals sent
automatically by trainsto the ones running behind them.This signal system
is connected tothe emergency braking system.
Li Hongchang: "The precondition is that the signal receivedmust be red, and
then the emergency brake is triggered.Although there are automatic
protection systems on board,they are activated only by signals showing
dangers ahead.But if the signal sent is green,the train will not
automatically stop. "
People questioned, are there not any additionalprotection systems other

"I do not believe the cause to be design flaws.It must have been tested

industry,making it a focus of media focus and questioning.
Wu Wenxin, an automation engineer andformer VP of ABB in Germany:"With such
an intense competition,a company like Splendor can attain a 40% market

four companies.In an article, she revealed that Century Real,
an A-stock listed firm that monopolizesChina's rail security monitoring
system,is well connected to high-level officials in the railway systemand
enterprises owned by the CCP's central government.
The 2010 annual report of the Ministry of Railwaysindicated that, as of the
end of 2010,the total debt of the ministry amounted to RMB 1.89
trillion,which was a 45.14% increase from 2009.Its debt ratio was 57.44%.In
2010 alone, it lost RMB 77.2 billion.In 2011 Q1,it already went into a
deficit of RMB 3.76 billion.
In June 2011, associate director of transportation of theRailways Ministry,
Su Shunhu, was arrested for corruption.He is the 8th arrested high-ranking
official in this Ministryin the past year.

短五年,而这条�超英赶美�的高速铁路,却是在技术并不成熟的情况下开通的。有评
论认为,中共官员这种"大跃进"思维,注定了高铁铁轨下面即将到来的白骨累累!而且
是拿着老百姓的生命去换取中共的政绩与国际面子。
花了数万亿制造的中国高铁,竟然是弱不禁风的�林黛玉�。京沪高铁6月开通后,五
天内发生六起严重故障,7月23号温州又发生灾难性的动车追尾事故,死伤两百多
人,有和铁道系统做生意的网友透露,以中国现在的高铁技术和管理现状,中国高铁每
年运行的代价是300―400具尸体。
广东《南方都市报》的社论写道:"在事故之前,中国高铁的'大跃进'早已遭受了强烈
的质疑,但回应质疑的除了蛮横的强力打压,给质疑者贴上非技术性的标签,就只剩下
了虚骄和傲慢。"
《扬子晚报》7月27号报导,一直担任�温州动车事故�死难者家属代表的杨峰,证实
受到压力,表示如果他再坚持(要真相),将"失去第六个亲人",因此,对于开始保持
沉默他表示歉意。杨峰在这次�动车追尾事故�中痛失5位亲人。据报导,他与有关官
员会面后,态度发生180度大转变,拒绝再接受采访。
台湾�中央研究院�经济研究员孙明德主任向《新唐人》表示,基础建设等重大工
程,必须详细评估,尤其是复杂的高铁技术。
孙明德(台湾�中央研究院�经济研究员):�但是因为他们很急着想把这个投资把它
落实,所以在评估过程中可能就人为的把它缩短了,或者是把它省略掉。这就造成他们
很多的公共建设现在都处于不安全的状态。�

Taiwan's Academia Sinica's economics researcherSun Mingde told NTD
thatmajor infrastructure projects must be carefully assessed,especially the
complex high-speed rail technology.
Sun Mingde: However, because they were anxiousto make their construction
project start operation,so the assessment process was shortened or omitted.
This caused many of their pubic constructionsto be in a unsafe state.
Xu Xianzhi, author of the book"China: a High-Speed Rail Madly Rushing in
Thunderstorm","Others spend 6-7 years constructing a high-speed rail.The
foundation needs at least 2-3 years to settlement.However, Chinese-built
high-speed railwould start operation within one year.
Editorial of Hong Kong's Ming Pao wrote,
Issues after the rail started operation revealedthe common problems of

短五年,而这条�超英赶美�的高速铁路,却是在技术并不成熟的情况下开通的。有评
论认为,中共官员这种"大跃进"思维,注定了高铁铁轨下面即将到来的白骨累累!而且
是拿着老百姓的生命去换取中共的政绩与国际面子。
花了数万亿制造的中国高铁,竟然是弱不禁风的�林黛玉�。京沪高铁6月开通后,五
天内发生六起严重故障,7月23号温州又发生灾难性的动车追尾事故,死伤两百多
人,有和铁道系统做生意的网友透露,以中国现在的高铁技术和管理现状,中国高铁每
年运行的代价是300―400具尸体。
广东《南方都市报》的社论写道:"在事故之前,中国高铁的'大跃进'早已遭受了强烈
的质疑,但回应质疑的除了蛮横的强力打压,给质疑者贴上非技术性的标签,就只剩下
了虚骄和傲慢。"
《扬子晚报》7月27号报导,一直担任�温州动车事故�死难者家属代表的杨峰,证实
受到压力,表示如果他再坚持(要真相),将"失去第六个亲人",因此,对于开始保持
沉默他表示歉意。杨峰在这次�动车追尾事故�中痛失5位亲人。据报导,他与有关官
员会面后,态度发生180度大转变,拒绝再接受采访。
台湾�中央研究院�经济研究员孙明德主任向《新唐人》表示,基础建设等重大工
程,必须详细评估,尤其是复杂的高铁技术。
孙明德(台湾�中央研究院�经济研究员):�但是因为他们很急着想把这个投资把它
落实,所以在评估过程中可能就人为的把它缩短了,或者是把它省略掉。这就造成他们
很多的公共建设现在都处于不安全的状态。�
�中国,就是一列在雷雨中狂奔的动车�作者徐先智写道:别人的一条高铁建设周期需
要6-7年,其中地基自然沉降至少需要2-3年,而我国高铁一年便建成通车了。
香港《明报》的社论表示:"从京沪高铁开通运营后暴露出的问题来看,既有大型综合
工程项目建成之初磨合期都会面临的通病,也有好大喜功、急功近利和不重质量、忽视
细节、重建设轻管理等中国特色弊端。"
�美国对华援助协会�会长傅希秋表示,中国高铁也具有�腐败世界第一�特色。

the Chinese high-speed rail's "Great Leap Forward"only took five short
years.However, its operation started withoutits technology being
matured.Some commentators believe that
the Chinese Communist Party (CCP) officials' mentality of"Great Leap
Forward" destined the passengers' deaths.They use the lives of citizens in
exchange forthe CCP's political achievement and international recognition.
The Chinese high-speed railway cost RMB trillionsto build, but it is
extremely fragile.After the Beijing-Shanghai high-speed rail opened in
June,six major incidents took place within five days.The disastrous
collision on July 23caused over 200 casualties.Netizens that conduct
business with the railway systemrevealed that with the current technology
and management,China's high-speed rail operatesat the price of 300-400
deaths per year.
Guangdong's Southern Metropolitan Daily editorial said,
"Even before the accident, the high-speed rail's'great leap forward' was
strongly doubted.However, the doubts were respondedwith intense suppression.
Yangzi Evening News reported on July 27,
the Wenzhou high-speed rail accident victims' families'representative Yang
Feng confirmed that he was pressured.He said that he was threatened that
if he insisted (on finding the truth),he would "lose his sixth family
member."For this reason,he apologized for being silent at the
beginning.Yang Feng lost five family members in this accident.
However, after meeting with some CCP officials,his attitude changed
dramatically and he refused interviews.
Taiwan's Academia Sinica's economics researcherSun Mingde told NTD
thatmajor infrastructure projects must be carefully assessed,especially the
complex high-speed rail technology.
Sun Mingde: However, because they were anxiousto make their construction
project start operation,so the assessment process was shortened or omitted.
This caused many of their pubic constructionsto be in a unsafe state.
Xu Xianzhi, author of the book"China: a High-Speed Rail Madly Rushing in
Thunderstorm","Others spend 6-7 years constructing a high-speed rail.The
foundation needs at least 2-3 years to settlement.However, Chinese-built
high-speed railwould start operation within one year.
Editorial of Hong Kong's Ming Pao wrote,
Issues after the rail started operation revealedthe common problems of
initial operation of complex projects.However, there were also problemsof
Chinese characteristics,such as unrealistic ambition, negligence of
quality,omission of details and insufficient management.
The director of China Aid Association Bob Fu said,
Chinese high-speed rail also has the characteristic of"the world's number
one corruption."
Bob Fu: Because they are spending taxpayers' money,embezzling taxpayers'
money and damaging the taxpayers.When the money is embezzled,safety hazards
become a obvious result.I see no sign of (the authorities')
improvement.They are still suppressing the public opinion.The officials can
take the plane;they have their private cars and private trains.

local TV programs.
On July 27, more than 100 victims' families protestedin Wenzhou South
Station,with banners reading things like,"Give me my truth, take
responsibility for the people!"One petitioner said: "The accident was not a
natural disaster,but a man-made one. It was artificial, a scheduling
problem!"
On July 28, Wen Jiabao came to Wenzhouto visit the victims' families.He
said that the authorities would have an investigation.
If any corruption issues are found as the cause of the tragedy,he would
sentence them according to the law, without a mercy.
Li Datong,ex-editor of China Youth Daily's Bingdian magazine:"You (CCP) can
not deceive people anymore.
You take lives as a trifling matter.This is now becoming clearer.People are
increasingly aware of where CCP's interests are,and are demanding
disclosure and transparency.The stupid bureaucracy has not realized it yet.
They always start with this ignorant methodand end up in a sorry plight."

the Supreme Procuratorate Malfeasance Prosecutor's Officehas sent two
commissioners to Wenzhou for investigation.Human Rights attorneyPeng Jian

caused the accident.However, this has been questioned by many industry
experts.
According to online statistics,98% of those questioned believe
thatauthorities deliberately concealed the causeand the actual number of

�形象广告片�之后,中共喉舌媒体《新华社》,近期又租下纽约�时代广场�一块黄
金位置的巨型电视广告牌,将于下周一开始播放广告。中共希望在国际上树立形象,但
是评论者指出,�温州动车惨剧�对国家形象的损害,却是多少金钱都弥补不了的。
BBC报导,《新华社》租的这块液晶显示幕广告牌,高18米,宽12米,位于�时代广场
�的北端。每天大约有50万人经过这一地区。广告牌位置原为�汇丰银行�租用,但�
汇丰银行�在上个月租期到期后没有续租。
《新华社》租下这块广告牌,被认为是中共改善国家形象,树立中国品牌的又一次努
力。
原北京大学法律系讲师王天成表示,共产党的广告宣传无法改善自身的形象,因为全世
界都看到他的专制和恶劣的人权。他说,当这种宣传和实际情况如果形成反差,反而会
激起更多人的厌恶。
王天成(原北京大学法律系讲师):�与其做这种面子工程,还不如真的把自己的脸搞
得好看一点,改善一下人权状况,启动政治改革。你看最近发生的高铁追尾事件,他对
中国的国家形象损害多大啊。那么多人关注,他就草草了事。事故还没进行调查,就先
把证据给毁了。�
曾经担任�中国改革杂志社�新闻部主任,和《纽约时报》北京分社新闻助理的赵岩分
析说,中共企图在世界上抢夺话语权。他举例说,去年中共收购美国《新闻周刊》没有
成功,现在又到�时代广场�投放广告,而被称为�海外央视�的《凤凰卫视》,最近
也在纳斯达克上市。赵岩提醒美国政府注意中共的文化和政治渗透。
赵岩(资深媒体人):�国际外交是要对等的。那么美国的什么媒体可以在中国上市
呢?美国的CNN和我所在过的《纽约时报》可以拿到上海去上市吗?我想胡锦涛一定会
说不可以。那么为什么《凤凰台》可以到美国来上市呢?现在如果《纽约时报》到王府
井去,或到天安门广场去,搞一个巨大的屏幕,他肯卖吗?他也不肯卖给《纽约时报
》。�
赵岩建议美国政府,在允许中国的媒体和广告进入�时代广场�的同时,要求中共当局
以同样的权利,对美国的新闻和美国的广告加以开放。
另外,赵岩认为,如果《新华社》新租的看板,仍然遵循今年年初使用体育明星和娱乐
明星,来代言国家形象的思路,那就是浪费纳税人的钱。
赵岩:�国家的形象和软实力不是通过这样的广告来搞的。国家的软实力是通过几个方
面来进行的。要通过你的教育,通过你的意识形态,通过你的外交,等等一系列的问题
来表现。�
赵岩批评那些被用来代表中国形象的娱乐明星,基本上都是愿意当奴隶的中国人的形象
展,根本代表不了中国人的脊梁和中国人真正的精神。
而BBC的报导还说,《新华社》自1971年起,就在美国开设了《新华社》分社。《新华
社》五月份将北美的总部,从纽约的皇后区搬到了�时代广场�。据《凤凰网》的报
导,广告牌业主拒绝透露《新华社》付出的租金价格。但据了解,�时代广场�最优质
的广告位置租金,可以高达每月30万到40万美金。

Earlier this year Chinese Communist Party (CCP) broadcastedthe costly
scrolling "branding commercials".Now CCP's Xinhua is leasing a big screen
on Times Square,and will be playing ads starting from next week.CCP aims to
improve its global image.
Experts remind us thatmoney can't whitewash the late high-speed railway
tragedy.
According to BBC, the LCD screen leased by Xinhua,is 18m tall, 12m wide,
located at Times Square's north end.Half a million people pass through this
area everyday.
The space was leased by HSBC, which didn't renew its leaseafter the lease
expired last month.
Renting this ad space is seen as another effortto burnish CCP's image and
popularize itself overseas.
Former Peking University Law lecturer Wang Tiancheng said,CCP's propaganda
will not improve its image.The whole world is witnessing its autocracyand
worsening human rights record.He said, when the propaganda is different
from reality,it will evoke even more negative thoughts.

�形象广告片�之后,中共喉舌媒体《新华社》,近期又租下纽约�时代广场�一块黄
金位置的巨型电视广告牌,将于下周一开始播放广告。中共希望在国际上树立形象,但
是评论者指出,�温州动车惨剧�对国家形象的损害,却是多少金钱都弥补不了的。
BBC报导,《新华社》租的这块液晶显示幕广告牌,高18米,宽12米,位于�时代广场
�的北端。每天大约有50万人经过这一地区。广告牌位置原为�汇丰银行�租用,但�
汇丰银行�在上个月租期到期后没有续租。
《新华社》租下这块广告牌,被认为是中共改善国家形象,树立中国品牌的又一次努
力。
原北京大学法律系讲师王天成表示,共产党的广告宣传无法改善自身的形象,因为全世
界都看到他的专制和恶劣的人权。他说,当这种宣传和实际情况如果形成反差,反而会
激起更多人的厌恶。

得好看一点,改善一下人权状况,启动政治改革。你看最近发生的高铁追尾事件,他对
中国的国家形象损害多大啊。那么多人关注,他就草草了事。事故还没进行调查,就先

曾经担任�中国改革杂志社�新闻部主任,和《纽约时报》北京分社新闻助理的赵岩分
析说,中共企图在世界上抢夺话语权。他举例说,去年中共收购美国《新闻周刊》没有
成功,现在又到�时代广场�投放广告,而被称为�海外央视�的《凤凰卫视》,最近
也在纳斯达克上市。赵岩提醒美国政府注意中共的文化和政治渗透。
赵岩(资深媒体人):�国际外交是要对等的。那么美国的什么媒体可以在中国上市
呢?美国的CNN和我所在过的《纽约时报》可以拿到上海去上市吗?我想胡锦涛一定会
说不可以。那么为什么《凤凰台》可以到美国来上市呢?现在如果《纽约时报》到王府
井去,或到天安门广场去,搞一个巨大的屏幕,他肯卖吗?他也不肯卖给《纽约时报

赵岩建议美国政府,在允许中国的媒体和广告进入�时代广场�的同时,要求中共当局
以同样的权利,对美国的新闻和美国的广告加以开放。
另外,赵岩认为,如果《新华社》新租的看板,仍然遵循今年年初使用体育明星和娱乐
明星,来代言国家形象的思路,那就是浪费纳税人的钱。
赵岩:�国家的形象和软实力不是通过这样的广告来搞的。国家的软实力是通过几个方
面来进行的。要通过你的教育,通过你的意识形态,通过你的外交,等等一系列的问题
来表现。�
赵岩批评那些被用来代表中国形象的娱乐明星,基本上都是愿意当奴隶的中国人的形象
展,根本代表不了中国人的脊梁和中国人真正的精神。
而BBC的报导还说,《新华社》自1971年起,就在美国开设了《新华社》分社。《新华
社》五月份将北美的总部,从纽约的皇后区搬到了�时代广场�。据《凤凰网》的报
导,广告牌业主拒绝透露《新华社》付出的租金价格。但据了解,�时代广场�最优质
的广告位置租金,可以高达每月30万到40万美金。

Earlier this year Chinese Communist Party (CCP) broadcastedthe costly

on Times Square,and will be playing ads starting from next week.CCP aims to

located at Times Square's north end.Half a million people pass through this
area everyday.
The space was leased by HSBC, which didn't renew its leaseafter the lease

的第一艘�航母�。国防部还说,中国的国防政策不会因为发展�航母�而改变。
不过,中共军方的表态外界解读不一。
《法新社》认为,中共当局有关�航母�用途的表态,是有意淡化中国�航母�的军事

文昭表示,中国模仿苏联老大哥的军事发展路线,但为苏联的海军赢得军事大国地位的

Vietnam and the Philippines.
Current issue commentator Wen Zhao said thatthe impact of the aircraft
carrier is very limited.Also, there is no guarantee that China can
successfully defendits sovereignty claims over the Spratly Islands with the
carrier.
Wen Zhao: Most military experts are not worriedabout this aircraft
carrier.It's been said that it could take another 10 years of workto make
the carrier combat-worthy.The aircraft carrier is in fact less powerful
than it seems.
Firstly, Chinese-made aircraft carriers cannot be put to useright away, as
there is no munitions port outside of China.Secondly, with one aircraft
carrier in its arsenal,China's navy is less likely to gain a military
advantage.If the CCP produces more of these carriers,the international
community will strongly object.
Wen Zhao says the CCP is followingthe same military strategy as the former
Soviet Union did.However, the latter gained its global military advantage
byemploying the nuclear submarine, not an aircraft carrier.The CCP wants to
show off its growing military strengthwith this aircraft carrier, thus

prestige of being calledthe second most militarily powerful nation in the
world,China is fearful even when making an aircraft carrier.
The retrofitting of the Varyag by the CCP militarywas called into question,
right from the beginning.
Andrei Pinkov, a Canadian military critic, says thatthe Varyag has massive
innate design flaw issues.Thus, it's strange that China's navywould use an
out-of-date Soviet-era vessel made in the 1970s.

Regarding the reporting on the recent high-speed rail tragedy,
the Chinese Communist Party's (CCP) Propaganda Officereleased notices,
instructing all media to follow the official script.This caused protests

the truth.The indifference shown by the official CCP spokespersondraws

The Guizhou TV host Wang Xin also expressed doubtsregarding the official

的,其中有多少技术是中国本身掌握的呢?一直以来,中国高铁系统的安全问题就备受
关注,�温州动车追尾事故�更突显了这个隐忧,中共当局是否为了争取高铁发展的世
界第一荣誉,不断在速度上创记录,而忽略了安全标准?成为外界追求事故主因的焦
点。中宣部事后并下令限制报导,更引发民意的挞伐。
据路透社报导,在动车追尾事故发生后第二天,中宣部下达指示,要求媒体以�大灾面
前有大爱�为主题报导此事。并要求媒体�不质疑,不展开,不联想�。不要调查事故
原因。铁道部发言人王勇平说,这起事故是由于雷击造成设备故障导致的。舆论批评当
局把老百姓当傻子。
坐在被追尾动车最后一节车厢的乘客金显眼以及九岁儿子不幸身亡。他的哥哥金先生要
求政府给出公正处理。
金先生:� 第一个是撞车的总体情况,具体情况还没有搞清楚。为什么会发生这么大
的事故?第二个问题就是赔偿问题没有给我们解决好。我昨天电视上好像看到了,一个
人只有赔17万左右。那根本是不可能的事情嘛。�
北京学者彭定鼎表示,事故的根本原因是铁道部极其混乱的管理,也是当局盲目追求世
界第一,追求政绩工程和虚荣心导致的结果。雷击绝对无法作为事故发生的理由。
彭定鼎:�现在信息技术这么发达的年代,一条线上如果有一辆车出故障的话,那么这
条线上难道不应该其他的车立即都得到信号,停止运行吗?是不是雷电损坏了发动
机,就应该出这样的事情呢?难道在高铁投入运行的时候,他没有这种预案吗?�
北京交通大学运输经济管理学院副教授李红昌表示,发生追尾事故令人费解,前方列车
停驶,为何不通知调度室以及后方车辆?即使用最原始的打电话方式也能实现。
李红昌:�很难以理解。在于说,他本来是可以通过这种方式来解决的。但是为什么就
没有解决得好?我们表示很奇怪。停车的人打个电话给调度所。调度所应该通知给后
车。除非是管理责任。�
大陆媒体《新京报》引述一位从业20多年的列车司机介绍,所有列车,即使是全部系统
失灵,只要在轨道上,调度中心就会拥有列车的运行信息。而列车行车全听调度指挥。
如果两车的间距低于安全值时,调度计算机也会通过�自动防护系统�发出警告。这位
司机认为,如果不是人为破坏或者调度中心系统死机,那么就是调度失误或不够及时造
成事故。
当局在事故发生八小时以后就停止搜救,声称用仪器探测没有发现生命迹象。而后对车
厢和车头进行拆卸,并就地挖坑,用泥土掩埋。依照常识,发生追尾的D301次列车的火
车头,应是调查事故原因的重要物证。
彭定鼎:�3.15这种把车头掩埋起来,夜里深夜拖走。铁道部就像是贼。政府都像是
贼。�北京官方《经济观察网》的评论也质疑,铁道部清理现场的做法,是否构成了�
破坏事故现场�。
北京大学法学院教授贺卫方就温州铁路事故发出呼吁,要求全国人大根据宪法第71条规
定,组成�特别调查委员会�就此调查。贺卫方说,特别调查是最高权力机关责无旁贷
的义务,宪法规定�特别调查委员会�制度已经历时30年,但全国人大从未启动。
彭定鼎认为,在中共体制下寻求真相没有希望。北京律师谢燕益则表示,应该用多元化
的渠道寻求真相,包括媒体和公民的角度。
截至25号,中共当局公布的死亡人数为40人。但《上海东方卫视》报导,现场有消息
说:死亡数字为63人。而据中国社交网络《人人网》引述现场志愿者�栾天�的日
志:死亡人数初步估计已经超过179人。

According to Reuters, on the day following the accident,
Central Department of Propaganda ordered the media to focusonly on the
theme of "great love in front of the great disaster."They required the
media "not to question, not to reflect,not to speculate"- not even to
investigate the cause.Wang Yongping, a spokesman for the Ministry of
Railways said
that lightening caused equipment failure,which in turn caused the
accident.Public criticism says that the authoritiesare making a mockery of
the people.
Jin Xianyan and his 9-year-old son perished in the crash.
His brother requested the governmentto offer compensation to the
deceased.Mr. Jin: The cause of the accident is not clarified.Why would such
a serious accident happen at the first place?The second issue is about
compensation.I saw on television yesterday that each deathis compensated
with only RMB 170,000.That is simply great injustice!"
Beijing- based scholar Peng Dingding said that the ultimatecause was the
chaotic administration of Ministry of Railways.It is also a result of
authorities' blind pursuit of world records,vanity and political
performance.Lightening can never be the true reason for the accident.
Peng Dingding: It is a time of well-developed info technology.
If a train has equipment failure,how can the other trains on the railway
not obtain the info?Is it a legitimate excuse that lightening damaged the
engine?
When the high speed train was put into operation,didn't they take into
consideration such dangers?"
Li Hongchang, professor at Beijing's Transportation University,expressed
his confusion about the rear-end accident.He wondered why the control
office did not notifythe other vehicles as soon as the first one had
stopped.He stated that even telephone calls would fulfill that task.
Li Hongchang: It is very difficult to understand.
Why wasn't the accident preventedeven though there were measures of
prevention in place?We all feel strange about it.
Once the control office learns of the stoppage,they should notify the
vehicles behind.Otherwise, it would be malfeasance.

据路透社报导,在动车追尾事故发生后第二天,中宣部下达指示,要求媒体以�大灾面
前有大爱�为主题报导此事。并要求媒体�不质疑,不展开,不联想�。不要调查事故
原因。铁道部发言人王勇平说,这起事故是由于雷击造成设备故障导致的。舆论批评当
局把老百姓当傻子。
坐在被追尾动车最后一节车厢的乘客金显眼以及九岁儿子不幸身亡。他的哥哥金先生要
求政府给出公正处理。

北京学者彭定鼎表示,事故的根本原因是铁道部极其混乱的管理,也是当局盲目追求世
界第一,追求政绩工程和虚荣心导致的结果。雷击绝对无法作为事故发生的理由。
彭定鼎:�现在信息技术这么发达的年代,一条线上如果有一辆车出故障的话,那么这
条线上难道不应该其他的车立即都得到信号,停止运行吗?是不是雷电损坏了发动
机,就应该出这样的事情呢?难道在高铁投入运行的时候,他没有这种预案吗?�
北京交通大学运输经济管理学院副教授李红昌表示,发生追尾事故令人费解,前方列车
停驶,为何不通知调度室以及后方车辆?即使用最原始的打电话方式也能实现。
李红昌:�很难以理解。在于说,他本来是可以通过这种方式来解决的。但是为什么就
没有解决得好?我们表示很奇怪。停车的人打个电话给调度所。调度所应该通知给后
车。除非是管理责任。�
大陆媒体《新京报》引述一位从业20多年的列车司机介绍,所有列车,即使是全部系统
失灵,只要在轨道上,调度中心就会拥有列车的运行信息。而列车行车全听调度指挥。
如果两车的间距低于安全值时,调度计算机也会通过�自动防护系统�发出警告。这位
司机认为,如果不是人为破坏或者调度中心系统死机,那么就是调度失误或不够及时造
成事故。
当局在事故发生八小时以后就停止搜救,声称用仪器探测没有发现生命迹象。而后对车
厢和车头进行拆卸,并就地挖坑,用泥土掩埋。依照常识,发生追尾的D301次列车的火
车头,应是调查事故原因的重要物证。
彭定鼎:�3.15这种把车头掩埋起来,夜里深夜拖走。铁道部就像是贼。政府都像是
贼。�北京官方《经济观察网》的评论也质疑,铁道部清理现场的做法,是否构成了�
破坏事故现场�。
北京大学法学院教授贺卫方就温州铁路事故发出呼吁,要求全国人大根据宪法第71条规
定,组成�特别调查委员会�就此调查。贺卫方说,特别调查是最高权力机关责无旁贷
的义务,宪法规定�特别调查委员会�制度已经历时30年,但全国人大从未启动。
彭定鼎认为,在中共体制下寻求真相没有希望。北京律师谢燕益则表示,应该用多元化
的渠道寻求真相,包括媒体和公民的角度。
截至25号,中共当局公布的死亡人数为40人。但《上海东方卫视》报导,现场有消息

Jin Xianyan and his 9-year-old son perished in the crash.
His brother requested the governmentto offer compensation to the
deceased.Mr. Jin: The cause of the accident is not clarified.Why would such
a serious accident happen at the first place?The second issue is about
compensation.I saw on television yesterday that each deathis compensated
with only RMB 170,000.That is simply great injustice!"
Beijing- based scholar Peng Dingding said that the ultimatecause was the

任,8人被处死刑。依法赖昌星应该判十几个死刑的,然而中共高层却允诺不判他死
刑,目地是什么?我们来听听几位学者专家的说法:
加拿大华裔作家盛雪在访问赖昌星所写的《远华案黑幕》一书中披露,赖昌星承认与中
共高干的83个秘书有来往等若干机密。
中国知名作家铁流认为,胡锦涛如果真的为国家民族着想,那他就应该把这个作为贪腐
的一个决口打开,这些贪官就会全部落马,但是不是会这样走,大家都会拭目以待。
铁流:�你想赖昌星是个农民吧,为什么这么倡狂,为什么这么厉害,没有权利可能
吗?像我在北京待了六年,这权力非常厉害的,前面一个权利,后面一个支持你,那你
什么事都可以做得出来,这真的是一个假清流,不可推托的责任。�
河北异议作家朱欣欣指出,现在中共这种权贵集团已经形成一种集体性腐败了,他希望
赖昌星能够把他知道的一些内幕说出来。但是,他是不是有机会可以说出来就不好说
了。
朱欣欣:�赖昌星掌握这么多秘密,一旦对他们中共内部不利的话,恐怕他们也不是没
有灭口这种可能,找个理由,有病啦,先散布散布这个,这个让他消失找很多藉口这容
易的。�
�郭泉案�辩护律师郭莲辉表示,中共承诺不把赖昌星判死刑,目地是什么?确实发人
深省,人们就不得不考虑到,这个背后是否会牵涉到内部权斗的问题。
郭莲辉:�既然我们国家的领导人口口声声的说,要把中国建成一个法治社会,要依法
办事依法治国,那么这种承诺,中国(共)政府根本是与依法治国、法治社会是相背背
道而驰的。�
朱欣欣提到,一个中国问题专家曾经说过,在一个没有法治的共产社会,对他任何的预
设都是很难的,他就是一个铁幕,都是暗箱操作,最终甚至连他的统治者都无法掌握他
自己的未来。

Lai Changxing, main culprit of the 12-year-long Yuan Hua Case,China's
largest economic case, has been extradited back.The case involves as many
as 600 people,
and is at a sensitive time now in the eve ofChinese Communist Party's (CCP)
18th National Congress in 2012.Does Lai's Case involve the CCP's internal
power struggle?How the CCP handles the case has become a public concern.
Lai Changxing fled 12 years ago to Canadaand was extradited back to China
on July 23, 2011.The Yuan Hua Case involves the smuggling of goodsworth RMB
53 billion over a 5-year period,tax evasion of RMB 30 billion,and
implication of more than 600 people.Nearly 300 people were prosecuted for
criminal liability,and eight have been sentenced to death.According to the
law,Lai should have received the death penalty.However, CCP leadership has
promisednot to sentence him to death.
Chinese-Canadian writer Shen Xue wrote a book titled"Unveiling the Yuan Hua
Case" after interviewing Lai.The book reveals that Lai admitted that he had
contactswith 83 secretaries of high-ranking CCP cadresand has a significant
amount of inside information.
Tie Liu, a well-known writer in China, commented thatif Hu Jintao is truly
concerned with the wellbeing of the nation,then he should target the
corrupted CCP cadres.Everyone is waiting to see how he will act.
Tie Liu: Lai Changxing was a farmer. Why is he so bold?Without political
power, can he be so outrageous?I spent six years in Beijing and know
thatwith the support of the powerful, you may do whatever you like.A clean
government? This can be only a joke.They cannot run away from their
responsibilities.
Hebei-based dissident writer Zhu Xinxin believes thatnow the CCP's elite
group has formed a collective corruption.He hopes that Lai will reveal some
incriminating evidences.Whether Lai will have that chance or not is another
matter.
Zhu Xinxin: Lai has so much inside information.
Once his secrets are against China's internal interests,I am afraid it is
not impossible for them to silence him.They can find an excuse and claim
that he's sick.
First, they'll spread the word.It would just be so easy to find an excuse
for his disappearance.
Attorney Guo Lianhui said that the CCP promisednot to sentence Lai to
death.The underlying power struggle iscentered on internal problems.
Guo Lianhui: Our nation's leaders repeatedly say that
China should build a society with a rule of law,and to act according to the
rule of law.But their commitment only shows thatthe communist regime is
against the rule of law.
Zhu Xinxin mentioned that a China expert once said that
in a communist society where there is no rule of law,any precaution is
useless.It is an iron curtain; everything is in a black-box,and ultimately

largest economic case, has been extradited back.The case involves as many
as 600 people,
and is at a sensitive time now in the eve ofChinese Communist Party's (CCP)
18th National Congress in 2012.Does Lai's Case involve the CCP's internal

Lai Changxing fled 12 years ago to Canadaand was extradited back to China

Case" after interviewing Lai.The book reveals that Lai admitted that he had

的怨气越来越大,已构成严重的社会和政治危机。�中国社会科学院�社会问题研究中
心主任于建嵘最近指出,仇官、仇富、仇警是今天中国最基本的社会心态,中国社会将
来一定会发生非常大的动荡。
在7月20号�第22届香港书展�开幕日,著名社会学者于建嵘教授发表演讲,综述了十
年以来农民工人和市民维权的趋势,他提到:甚至连河南省的党校教师也罢课维权。
他指出,今年各地层出不穷的�群体性事件�,显示中共政权失去了民众的基本信
任,星星之火就能轻易引发�群体性事件�甚至酿成骚乱。
于建嵘:�我告诉你们一个到大陆吵架的方法,只要你和人家吵架,你实在吵不过他
了,你只要讲一句话你就赢了:'你不就是个当官的么?'讲完之后,肯定好多老百姓围
过来,'当官怎么样了。'为什么?仇官、仇富、仇警是今天中国最基本的社会心态。�
《华尔街日报》引述�中国改革基金会�国民经济研究所副所长王小鲁的独立研究
说,中国最富10%人口每年收入接近20200美元,是10%最穷人口的25倍。
�美林�公布的�2011全球财富报告�显示,2010年中国拥有百万美元以上资产的富豪
达53.5万人,位列全球第四。�世界奢侈品协会�的报告指出,2012年中国将取代日本
成为全球第一大奢侈品消费国。
中国有钱人狂购天价豪宅、钻石、名车、名表等奢侈品,而在通货膨胀的压�下,普通
劳动者的收入应付生存所需的柴米油盐和居住、医疗及子女教育,都捉襟见肘。
经济学家郎咸平教授表示,中国工人的平均工资一小时只有0.8美元,比非洲还低,位
列全球最后一名,而中国工人一年的工作时间却是全世界最长的。
欧美甚至巴西的居民消费占GDP的比重都在60-70%以上,而中国居民消费仅占GDP的
29%,郎咸平教授归因于普通中国人太贫穷。
另一方面,中共当局的财政收入却年年大幅度增长,今年上半年已超过5.6万亿,比去
年同期增长31.2%。这就是海内外学者同声指责的�国富民穷�。
于建嵘:�前一个阶段它靠的是改革开放、什么政绩、GDP、什么发展的效率;最近一
个阶段开始有人重回革命、要把原来革命的合法性又拿回来,这是共产党今天遇到的一
个很大的问题。所以它今天很困扰,什么教育都没有用,你讲所有的理论提出来,都在
老百姓那里变成了笑话。�
温家宝最近表示,不指望中国诸多社会不公问题在近期内能得到解决。原赵紫阳政治秘
书鲍彤指出,胡温现在的任务是为下一届领导班子�创造条件�、�不制造问题�,但
这种做法只会带来更多的麻烦。
目前,中共当局用于暴力维稳的经费已超过军费。于建嵘教授表示,中共为了�维稳�
不惜牺牲民生和一切资源,甚至把文革那一套都拿出来了,实际上存在巨大的风险。
于建嵘:�我们需要政治改革,而且我认为最关键的问题,今天要保障公民的言论自
由。假如我们今天每一个人都把宪法法律当成草纸,我们都怀着一腔的仇恨,我认为中

《炎黄春秋》杂志副社长、原新华社高级记者杨继绳,最近出版《中国当代社会阶层分
析》一书,引发很大反响。这本书在国内曾屡遭中宣部禁止,今年(2011年)终于解

在7月20号�第22届香港书展�开幕日,著名社会学者于建嵘教授发表演讲,综述了十
年以来农民工人和市民维权的趋势,他提到:甚至连河南省的党校教师也罢课维权。
他指出,今年各地层出不穷的�群体性事件�,显示中共政权失去了民众的基本信
任,星星之火就能轻易引发�群体性事件�甚至酿成骚乱。
于建嵘:�我告诉你们一个到大陆吵架的方法,只要你和人家吵架,你实在吵不过他
了,你只要讲一句话你就赢了:'你不就是个当官的么?'讲完之后,肯定好多老百姓围

《华尔街日报》引述�中国改革基金会�国民经济研究所副所长王小鲁的独立研究
说,中国最富10%人口每年收入接近20200美元,是10%最穷人口的25倍。
�美林�公布的�2011全球财富报告�显示,2010年中国拥有百万美元以上资产的富豪
达53.5万人,位列全球第四。�世界奢侈品协会�的报告指出,2012年中国将取代日本
成为全球第一大奢侈品消费国。
中国有钱人狂购天价豪宅、钻石、名车、名表等奢侈品,而在通货膨胀的压�下,普通
劳动者的收入应付生存所需的柴米油盐和居住、医疗及子女教育,都捉襟见肘。
经济学家郎咸平教授表示,中国工人的平均工资一小时只有0.8美元,比非洲还低,位
列全球最后一名,而中国工人一年的工作时间却是全世界最长的。
欧美甚至巴西的居民消费占GDP的比重都在60-70%以上,而中国居民消费仅占GDP的
29%,郎咸平教授归因于普通中国人太贫穷。

温家宝最近表示,不指望中国诸多社会不公问题在近期内能得到解决。原赵紫阳政治秘
书鲍彤指出,胡温现在的任务是为下一届领导班子�创造条件�、�不制造问题�,但
这种做法只会带来更多的麻烦。
目前,中共当局用于暴力维稳的经费已超过军费。于建嵘教授表示,中共为了�维稳�
不惜牺牲民生和一切资源,甚至把文革那一套都拿出来了,实际上存在巨大的风险。
于建嵘:�我们需要政治改革,而且我认为最关键的问题,今天要保障公民的言论自
由。假如我们今天每一个人都把宪法法律当成草纸,我们都怀着一腔的仇恨,我认为中
国社会将来一定会发生非常大的动荡。�
《炎黄春秋》杂志副社长、原新华社高级记者杨继绳,最近出版《中国当代社会阶层分
析》一书,引发很大反响。这本书在国内曾屡遭中宣部禁止,今年(2011年)终于解
禁,公开发售。
杨继绳指出,改革开放以来,�蛋糕�最大的部分被付出少却有权的人占有,付出最多

舒向新:�他们从01年到今年3月找我之前,其中有一个村已经有60多人次进京上访
了,没有解决。然后他们再次上山东省政府上访的时候�别人介绍,然后到我们律师事
务所来谘询的。老百姓他们的证据材料很多也很全面,我认为老百姓说的是有道理。�
舒向新接受农民的委托后,当地政府李东朝主任以及冠县国土局一名姓刑的负责人多次
找到舒向新�沟通�,甚至贿赂给钱。舒向新表示,由于这些官员不打算解决农民的赔
偿问题,他没有同意官员的条件,谈判破裂。
3月31号下午,舒向新的同事在网上发贴曝光了冠县违法征地的现象,触怒当局,舒向
新和他的事务所开始面临前所未有的灾难。
舒向新:�结果这个帖子就惹下大祸了,在4月1号下午4点左右,有四个自称黑道的人
上办公室找我去了,用他们的说法是想办我。我不在办公室,就说了好多威胁的恐吓
话,黑道连续的给我打电话,发简讯,对我恐吓威胁。包括15天让你失去吃饭的家
伙,然后让我滚出济南。�
舒向新表示,他报警后,济南市公安局没有对黑社会做出任何处理。同时冠县官员在网
路上发表了�无良律师舒向新敲诈钱财�、�舒大律师自导自演黑社会�等帖子,并且
帖子中出现了�让舒向新律师全家都一个个出车祸撞死�等内容!并且封锁了律师事务
所网站。
舒向新:�到了4月13号,冠县的纪委书记,叫韩金芳。她找我�是与我沟通。韩金芳
书记一与我沟通,黑社会就停了,也没有恐吓了,也没有威胁了。�
舒向新还表示,冠县的纪委书记韩金芳是带着冠县一个大企业的老总去见他的,意思是
让这家企业请他担任法律顾问。他怀疑这是圈套,如果收了这个企业的钱的话,有可能
当面被抓,说是敲诈勒索,因此没有答应。
4月25号,济南市司法局暂缓舒向新所在的�旭洲律师事务所�的年检,并收缴了事务
所工作人员的律师证。
然而事情并没有到此为止。6月8号,舒向新以家长身份为侄女主办婚事时,济南市刑警
支队刑警到济阳他的老家,当着亲友将他拘传,拘禁了19个小时后才放人。与此同
时,另一批刑警到舒律师单位没收了他所代理的冠县20多个案件的全部卷宗,拿走了单
位的公章、财务章、发票、支票及全部电脑主机等物品。
律师事务所垮了,家人每天不敢出门,舒向新已经到北京公安部以及地方相关部门上
访,但至今没有任何回音。他说,他已经向北京数名大律师求助,以防自己遭遇不

of several lawyers in Beijingin case he meets a terrible end.
Farmers from Liaocheng City, Shandong Province,have repeatedly petitioned
in Beijingabout the county CCP secretary's illegal land acquisition,without
success.In March 2011, Shu accepted their caseand acted as their legal
representative.
Shu: From 2001 to March 2011, over 60 people fromone village have gone to
Beijing to petition.But the authorities did not solve their problem.So,
they turned to my law office for legal advice.After reviewing their
evidence and other materials,I reasoned that their appeals make sense.
After Shu accepted the case, the local government officerswanted to
negotiate with and even bribe him to give up.As these officials didn't
intend to compensate the farmers,Shu didn't accept their offerings. The
negotiation broke down.
On March 31, Shu's colleague exposed online the Guanxian authorities'
illegalland acquisition, which offended them.So, Shu and his law firm faced
unprecedented disaster.
Shu: This online posting led to a big disaster.
Around 4 p.m. on April 1, four gangsters came to my officeand claimed to
"handle" me.Luckily, I was not in the office, so they threatened the
staff.They kept calling and messaging me with threats.They said that they
would cause me to lose my job in 15 days,and kick me out of Jinan.
Shu reported them to the police.However, Jinan Police Bureau did not do
anything.Meanwhile, Guanxian officials tried to disrepute him online,by
posting "unscrupulous lawyer Shu extorts money".They even posted,"Shu's
family will be made to die in car accidents!"They also blocked the website
of Shu's law firm.
Shu: On April 13, Han Jinfang, the secretary ofCommittee for Discipline
Inspection of Guan County,wanted to have a word with me.
After the conversation,all threats and intimidations stopped abruptly."
Shu said that, Han came to him with a large company's CEO.She said that the
CEO wants to hire him as a legal consultant.Shu suspected this to be a
trap,so he didn't accept the offer.
On April 25, Judicial Bureau of Jinan Citysuspended Shu's law firm's annual
inspection.And they confiscated all his staff lawyers'legal qualification
certificates.
On June 8, when he was hosting his niece's wedding,the police arrested him
in front of all guests.He was later released after 19 hours of detention.
Meanwhile, police went to his firm andconfiscated documents of more than 20
clients' cases.They also took away his office's seals, invoices,
checks,computers and other items.
Now Shu's law firm collapsed,and his family is too scared to go out of
home.Shu went to Beijing to petition, without getting any response.
He said that he had already asked for help from several lawyers,in case he
would be murdered by the local CCP authorities.

就在赖昌星被遣返的当天,中共中央军委主席胡锦涛晋升6人上将军衔,其中一人是总
政治部副主任贾廷安,他曾经担任�远华案�调查组副组长。另一位是海军政委刘晓
江,他是前总书记胡耀邦的女婿,曾主持海军涉及�远华案�调查。
原江泽民办公室主任贾廷安并非军人出身,他早在2005年就晋升中将,去年已具备晋升

得到赖昌星大量好处。

指令政法委书记罗干下达了四条指示。赖昌星曾说,专案组要抓他回去,真要回去,说

胜德跟熊光楷之间的矛盾冲突;包括公安的线索,包括公安李纪周跟贾春旺之间的矛盾
冲突。很多线索最后结成这个事件的大网。�

人。而�远华案�中,军方涉足走私很深,但处罚的级别只到总参情报部常务副部长姬

志群与赖昌星关系密切,两人曾在一起做生意、在香港抄股,李志群涉及中国重型汽车
集团大案,贪污十多亿元,李岚清曾向江泽民哭诉求救。
在�红楼�的赖昌星办公室里有两张照片,一张是他与前公安部副部长李纪周等4人的
照片,这张照片上的人全被抓了;另一张是他与李岚清、李铁映、刘华清、王汉斌等
6人的照片,这6人全没动。

On July 23, Yuan Hua Smuggling Case culprit Lai Changxingwas sent back to
Beijing and immediately arrested.This incident and the rumored death of
Jiang Zemin,the Chinese Communist Party's (CCP) ex-leader,have intensified
the internal power struggleamong the CCP's high-level factions.The
atmosphere in Beijing is very tense these days,with some districts
implementing martial law.Outside analysts point out that Lai's caseprovides
a key to the criminal evidence of Jiang's camp.Hu Jintao seems to intend to
split Jiang's faction.
On the day of Lai Changxing's repatriation, CCP CentralMilitary Commission
Chairman Hu Jintao promoted six generals.One of the six was Jia Ting'an.He
is Deputy Director ofthe General Political Department and Vice Chair ofYuan
Hua Case investigation team.Another is the Political Commissar of the Navy,
Liu Xiaojiangson-in-law of the former General Secretary Hu Yaobang.Liu
leads the navy and was involvedin the investigation of Yuan Hua Case.
Jia Ting'an, former Director of Jiang Zemin's Office, was notof military
background, became Lieutenant General in 2005.He wasn't promoted to general
in 2010, though eligible for it.
In recent years, Hu promoted personnel in the military systemin order to
break Jiang's personal arrangement in the military.
At the moment of Lai's extradition,Jia Ting'an was promoted to
general.U.S.-based scholar, He Qinglian, thinks thatHu Jintao is trying to
demonstrate power.Hu uses Lai as a trump cardto intimidate his opponents.
The Yuan Hua Case was established in 1999.Its investigation was led by
ex-Premier Zhu Rongji.It involved Zhu's struggle with Jiang Zemin.
At a crucial moment, Lai was notified by Jia Ting'an,and escaped to Canada,
seeking political asylum.
In the book "Unveiling the Yuan Hua Case,"Lai revealed that he was very
close with 3 of the 5 secretariesof Jiang Zemin, including Jia Ting'an,the
secretary-in-charge.Lai always chatted with Jia and frequently visited
Jiang's homethrough the arrangements made by Jiang's secretaries.

When I wrote this book, Lai told me that he had very goodrelationships with
83 secretaries of high-level CCP officials.I asked him, 'Which 83

Nearly 1,000 people were under investigation.21 were sentenced to

photosof Jia Qinglin and Lai Changxing.Jia also recieved lots of benefits

Jia: "To criticize, help and protect him."Jiang also issued four directions

military intelligence organizations,public security bureaus, etc.The clues
form a huge net.
Many high-ranking military officials werewithin Lai's network,such as

punished were only as high-ranking as Deputy Chairof the Intelligence
Department, Major-General Ji Shengde.
Confidant of Jiang, ex-Deputy Premier Li Lanqing wasthe ex-leader of the
610 Office.The 610 Office was established specifically to persecuteFalun
Dafa practitioners.Li Lanqing's son Li Zhiqun was very close to Lai.They
did business together and invested in stocks in Hong Kong.Li Zhiqun
embezzled RMB 1 billionfrom the China National Heavy Duty Truck Group.To
save his son, Li Lanqing asked Jiang's help.
In Lai's office in his "Red Mansion", there are two photos.One is of Lai
and ex-Vice Minister of Public Security Li Jizhouand other two people. All
of them have been arrested.Another photo is of Lai and Li Lanqing, Li
