【禁闻】无视中央调控 各地房价大涨

【新唐人2011年4月1日讯】中国多个地方政府最近发布了住房价格调控目标,只有北京
市与中央政府控制房价上涨的目标一致,而其他地方政府都支持房价上涨。业内人士认
为,在通胀及土地财政难改观的背景下,楼市调控就是空话。

中共国务院今年1月发布"新国八条"房地产调控措施,要求各地在一季度前公布房价调
控目标。目前超过40个城市公布了目标,而且,绝大多数城市将涨幅定在10%,或与当
地国内生产总值(GDP)增速和居民人均可支配收入涨幅挂�。

《路透社》引述「中国指数研究院」数据信息中心总经理葛海峰的话:现在各地出台的
房价调控目标感觉像涨价目标,与社会公众预想的完全不一样。据「中国指数研究院」
报告显示,2010年中国多数城市房价上涨接近或超过20%,北京房价高达37.1%。

而莫尼塔证�公司房地产分析师王沛表示,本来调控价格的数字就是个文字�戏,但现
在地方政府做的有点太过火了,原则上房价跟着GDP走没有问题,但目前城市房价已处
于不合理水准,若�一步增长,居民购买力将�一步弱化。

对此,知名财经评论家叶檀博士也认为,这次地方政府被迫公布房地产价格上涨目
标,惟一的好处是让我们认清了现实。

她指出,房地产调控已经成为中央政府的独角戏;地方政府希望房地产价格继续上涨。
中央房地产调控遭到地方政府的普遍挑战,国内的既得利益阶层对房地产调控嗤之以
鼻。可能的后果是,中国的贫富差距继续恶化,而且中国的中端制造业将全部覆没。

究其背后的原因,《华尔街日报》引述瑞信(CreditSuisse)分析师杜劲松的看法,地方
政府并没有对房价调控真正用心,地方政府仍然支持房地产开发商设定的高房价,因为
房地产开发商缴纳的土地出让金是地方政府的主要收入来源。

英国《金融时报》也有类似观点,报导说:"地方政府普遍性的对调控房价冷淡,是因
为目前的『土地财政'制度。"

3月30号香港《经济日报》评论说,内地楼市有"蓄价待涨"之势,楼市调控成效不
彰,说明中央政策失去权威。如果中央对地方继续忍气吞声"河蟹"了事,无论再多出几
轮调控措施,恐怕都难见成效。

28号,大陆只有40个城市公布了楼价调控目标,不足国内城市总数约660个的一成。香
港《苹果日报》评论认为,各大城市在执行国务院楼价调控令时的观望态度,再次印证
中共「政令不出中南海」的困局。

而一线大城市中,上海、深圳、北京则赶在29号公布了调控目标,但也只有北京市与中
央政府控制房价上涨的目标一致。

Housing Prices Continue to Soar

Many local governments recently publishedtheir objectives for housing price
control,with only Beijing being in line with thatof the Central Government
to inhibit price soar.All others are in favor of the price hike.Experts
believe that it is hard to control prices,given the high inflation and poor
local revenuederived from the land.

With 8 new rules on housing price controlreleased in January 2011, State
Council requiredall local governments to publish control objectivesbefore
Q1. 40+ cities published their objectives,with most projecting a rise but
within 10%,or to match local GDP growth or per capita income.

Ge Haifeng, a manager in China Index Res. Institutetold Reuters:
"Objectives released by each citylook like ones for price hike, very
different fromwhat the public expected. A report by our instituteindicated,
that housing prices in most cities haveincreased 20%+ in 2010, topped by
Beijing's 37.1%.

Wang Pei, property analyst from Moneta Securities:"Local authorities went
too far in their objectives.Generally it is ok to tie housing prices to
growthof GDP, but since the current prices are alreadyirrationally high, a
further increase would weakenthe residents' buying power."

Dr. Ye Tang, a renowned financial commentator said,that the only merit of
forcing local governmentsto post their objectivesis for us to clearly
understand the reality.

She said, that real estate has become a monologueof the Central Government.
Local authorities hopefor continued rise of housing prices.The housing
price control policy has metwith local governments' challenge.Those people
of vested interests scorn this policy.The possible consequences are a
widened wealth gapand a perishing intermediate manufacturing sector.

For the real reasons, Du Jingsong, an analyst fromCredit Suisse, told Wall
Street Journal thatlocal governments are not seriousabout housing price
control, continuing to supportdevelopers' high house prices, since the land
usefees are a major source of revenue for them.

Financial Times said that the local governmentsare generally indifferent to
the control policydue to the current fiscal system of 『land finance.'

Hong Kong based Economic Daily said on March 30,that Chinese housing prices
are on a temporary haltbut will soar later, so the control policyis not
effective, signifying Central Government'slose of credibility. If the
Central Governmenttolerates this, it will not be effectiveno matter how
many policies are released.

On March 28, only 40 out of 660 cities publishedtheir objectives, less than
10%. Apple Daily wrote,that the 『wait and see' attitude of most
citiesprior to publishing their objectives indicatesthe dilemma that
Chinese Communist Party's orderscould hardly go beyond the Zhongnanhai
walls.

Among the major Chinese cities, Shanghai, Shenzhenand Beijing published
their objectives on March 29,but only Beijing is in line with Central
Government.
