【禁闻】大陆加强监控眼 千亿打造透明国

【新唐人2011年8月12日讯】许多大陆的老百姓或许还没有注意到,自己的日常生活被
越来越多的摄像头注视,并记录了下来。近几年,中国的�监控摄像头�正以惊人的速
度逐年增加,已延伸到超市,学校及影院等。官方声称这是为了打击犯罪,但外界分
析,当局的真正意图是威慑人民,缩小异议空间。

英国《卫报》报导,中共当局在摄像头运用上的热情非比寻常。过去5年来,中国新增
了数百万个摄像头,成为国家安全费用巨额增长的一部分。

上海警方5月声称,一个由4000多名专职人员组成的�视频监控巡逻队伍�,24小时监
视着这个城市。重庆预计到2012年底,将建成50万个视频镜头,总投资近200亿元人民
币。

乌鲁木齐在2009年经历了剧烈的种族冲突之后,于去年安装了1万7千个高清防砸摄像
头,使�部分监控地段无缝衔接�。内蒙古则计划在2012年以前安装40万台监控装置。
在长沙市的芙蓉区,据说有4万个摄像头,平均每10个居民一个。

北京市的摄像头触角还伸到了文化生活中,今年3月北京市政府计划花费500多万元人民
币,将摄像头放置在剧院、电影院等地。

还有一些地区,摄像头已装进了街道、商店以及大学课堂。

著名人权律师 郭国汀:�它是给所有的中国施加一种心理上的压力,你在无时无刻的

英国一家专门研究监控器材市场的公司IMS公司资料显示,中国已经成为使用监控器材

不过有些人认为,设置监控摄像头没有坏处,尤其是当官方声称这有效的阻遏了犯罪之
后。而另一部分人则认为,中共此举是�项庄舞剑意在沛公�,用于威慑民众,打压异
见。

这些不断增加的摄像头,也引发了国际人权组织的担忧。有些摄像头直接对着异见人士
的家门口。不久前被释放的中国异见艺术家艾未未,曾创作了一个名为监控摄像头的大
理石雕塑,嘲弄那些安装在他的工作室外面的监视器;上海维权律师李天天在推特上揭
露,安全部门用她与男士一起进入宾馆的录影来诋毁、羞辱她,挑拨她和男友及家人的
关系。

《苹果日报》报导,除了对大陆人士的监控,中共警方自2007年7月起,还为所有持中
港牌车辆加装窃听功能电子仪器,覆盖范围远到香港,引发各界担忧。

前中共情报官李凤智认为,中共如此风声鹤唳、草木皆兵的举措,透露出内心极度恐
慌。

于反间和情报的手段,扩而广之到这么大的范围。已经把老百姓作为他的第一个敌人
了,完完全全是惊弓之鸟了。第二个,中共掌握了全民的资源,老百姓的钱他可以随便
花,为了维持统治,不计血本这样的浪费他也不在乎�

从居委会监视住户出入到24小时跟踪监控异见人士,从遮罩互联网到电话监听,中共全
方位的监听系统在全国无所遁形。去年(2010年),中国国内维稳经费已飙升到6244亿
元,首次超出国家正式军费支出。

CCP Reinforces Monitoring

Many mainland residences may not have noticed thattheir daily lives are
recorded by surveillance cameras.The use of surveillance cameras in China
is rapidly increasing.They are installed in supermarkets, schools and
theaters.Officials say that this is for crime control.

However, according to third party analysis,Its true intention is to monitor
and intimidate the public tosuppress any signs of dissidence.

According to UK's Guardian, the Chinese Communism Party(CCP) is especially
keen in using surveillance cameras.Several million cameras were installed
in the past five years.This has contributed to the increase of national
security costs.

According to Shanghai police, the city is being monitored bya video
surveillance patrol team of 4,000 full-time staff.By the end of 2012,
Chongqing will have 500,000 camerasInstalled, at a cost of RMB 20 billion.

Since the 2009 violent ethnic conflict in Urumqi,17,000 HD cameras were
installed in the past year.They monitor some areas without missing an angle.

Inner Mongolia plans to install 400,000 cameras before 2012.

Furong District in Changsha is said to have 40,000 cameras,equivalent to
ten residents per camera.

Surveillance cameras in Beijing have even extended tothe city's cultural
life.In March, the local authorities were planning to spendover RMB 5
million to install cameras in movie theaters.

Some areas even have cameras installed on the streets,inside shops and
university classrooms.

Human rights lawyer Guo Guoding said:This is a form of psychological
pressure on all Chinese.You are being monitored all the time.This will
create fear in the society.And CCP will be controlling China by using
terror.

According to data from the British company IMS, whichanalyzes the
surveillance equipment market,China is the fastest growing user of
surveillance equipment.

In 2010, excluding network equipment and software,China spent 1.7 billion
dollars to buy surveillance equipment.

Many people believe that installing cameras are not harmful,especially when
officials claim that they are for crime control.Other people believe that,
the CCP's true intention is tocontrol and intimidate the public and
suppress the dissidents.

The increasing number of surveillance cameras has raisedthe concerns of
international human rights organizations.Some cameras were installed right
outside dissidents' homes.

The recently released Chinese artist Ai Weiwei,created a marble sculpture
called �Surveillance Camera,�to mock the cameras installed outside his
studio.

Shanghai-based human rights lawyer Li Tiantian twittered that

the security department used a video of her and a mangoing into a hotel to
defame and humiliate her,damaging her relationships with her boyfriend and
family.

Guo Guoding said: It (the CCP) will do anything,legal or illegal, to
deprive the people's freedom.It will deprive people's dignity to protect
its power.This is another example of rule by spying.

According to Apple Daily, besides monitoring the mainland,

since July 2007, the CCP installed tapping deviceson all Chinese and Hong
Kong motor vehicles,Its monitoring of Hong Kong also raised people's
concerns.

Formal Chinese Intelligence officer Li Fengzhi believes thatthis paranoid
move reveals the CCP's fear.

Li Fengzhi: �This proves the last and total insanity of the CCP.

They are using spying techniques all across China.Treating all the people
as its enemies, it is extremely fearful.Secondly, the CCP is using the tax
payers' money forto maintain its power.

From monitoring activities in a neighborhood,to stalking dissidents 24
hours;From monitoring the internet to hacking phone conversations,CCP's
monitoring system is all over China.In 2010, CCP spent RMB 624.4 billion on
