【禁闻】朝鲜恐爆大饥荒 联合国吁紧急援助

【新唐人2011年7月1日讯】在平壤的「瑞士发展与合作署」负责人齐威格近期表示,朝
鲜当局大幅度减少粮食配给,民众再陷入吃草度日的困境。联合国副秘书长暨紧急救援
协调员阿莫斯表示,各国为朝鲜提供救援行动迟缓,恳求国际捐助者在面对人道危机
时,搁置政治歧见,呼吁紧急援助朝鲜。

《法新社》6月27号报导,齐威格(KatharinaZellweger)表示,海外捐款锐减与国际粮
价高涨使得进口更为昂贵,朝鲜粮食配给量在过去18个月减半,部分地区减少到每人每
天配给150克。

朝鲜人口约为2400万,过去数十年来,都是透过大众分配系统来供应国民粮食。上世纪
90年代后期朝鲜大饥荒,导致上百万人饿死。

齐威格说,最近走访朝鲜各地时,看到更多营养不良的孩童,见到有更多人挖树根或割
草。种种迹象显示,危机即将降临。

「澳洲广播公司」27号报导了卧底朝鲜记者最近几个月偷拍的真实录像镜头,其中有一
名党政官员命令市场摊贩捐赠稻米给军队,还有士兵说所在的部队一半的人营养不良。

视频显示,穿着肮脏的孩子在一个市场乞讨食物,他们大多是孤儿,然而这些同胞连自
己都吃不饱,哪有食物给这些孩子呢?一名男孩告诉记者:「我今年8岁。我父亲去世
了,母亲抛弃了我,因此,我现在只能露宿街头。」

《澳广》亚洲新闻总编石丸次郎说,过去朝鲜把军队看成是至高无上,现在政府甚至没
有能力向军队提供粮食了。《自由亚洲电台》报导,朝鲜当局把从中国进口的家畜饲
料,配发给军人食用。

朝鲜饥荒甚至有「人吃人」的事件发生。韩国《中央日报》20号报导,根据获得的朝鲜
保安部门2009年的秘密文件,有警卫杀死并吃掉同事的肉,还当作羊肉卖。

朝鲜去年遭遇严重的洪涝灾害,又遇到自1945年以来最长的严寒气候。根据韩国农业专
家的分析,朝鲜今年缺粮约150万吨。

联合国紧急救援协调员阿莫斯(ValerieAmos)23号说,解救朝鲜缺粮需要2亿1千万美
元,而目前筹到的资金还不足20%。她说,由于朝鲜核项目以及去年炮击韩国延坪
岛,有关国家不愿为朝鲜捐款援助。

韩国政府从2000年开始,每年向朝鲜提供50万吨大米。自从2008年李明博就任总统以
来,停止了对朝鲜的无条件援助。去年「天安舰事件」后,韩国政府切断了对朝鲜的贸
易和援助。朝鲜同时还受到美国和联合国的制裁。

韩国政府表示,援助朝鲜的前提,是朝鲜要对「天安舰事件」和延坪岛炮击道歉。但
是,朝鲜拒绝道歉。

在面临饥荒下,美韩担心朝鲜发动挑衅和进行核试验。而在25号朝鲜战争61周年纪念仪
式上,李明博总统说,中国已向韩国政府表示,如果朝鲜再次挑衅,中国不会再帮助朝
鲜。

4月26号,多名诺贝尔和平奖获得者组成的「元老团」访问朝鲜,关注朝鲜食品短
缺,他们其中包括:美国前总统卡特、南非前总统曼德拉、芬兰前总统阿赫蒂萨里、挪
威前首相暨世卫前总干事布伦特、爱尔兰前总统暨联合国首届人权高级专员罗宾逊。

卡特:「他们制裁的是全体朝鲜人民,受苦最多的是朝鲜人民,领导人是受苦最少的。
我们相信,过去50年朝鲜人民被剥夺了足够的管道,与外界进行贸易商务,已经对他们
的经济造成了很大的伤害。」

朝鲜不仅向美韩和欧洲寻求粮食援助,甚至向津巴布韦等极度穷国乞求粮食援助,而捷
克等政府拒绝了朝鲜的援助要求。

联合国3月评估朝鲜有610万人严重缺粮,约三分之一儿童发育不全,四分之一育龄妇女
营养不良,37%的朝鲜人仰赖海外粮食维生。

联合国紧急救援协调员阿莫斯23号表示,朝鲜人民正面临仅获得生存所需粮食的约
25%。她呼吁各国政府搁置政治歧见,紧急援救朝鲜饥荒,尤其是妇女儿童急需救援。

Great Famine in North Korea

Cooperationsaid that the North Korean government hasdramatically reduced
food ration.The people again resort to eating grassroots.UN Deputy
Secretary-General Valerie Amossaid that donations to N. Korea had been
slow,and urged donors to put aside political differenceswhen facing such
humanitarian crisis.

As per AFP, Katharina Zellweger said thatthe sharp decline in overseas
donations andhigh food prices made imports more expensive.The ration was
cut in half in the past 18 months.Certain regions ration only 150g per
person.

The North Korean population is about 24 million.In the past few decades,
food has been rationed.The famine in the 1990s caused millions to perish.

Zellweger said she saw many malnourished kidsand they dug up roots and
grasses for food.The signs are pointing to an imminent crisis.

On June 27, Australian Broadcasting Corporation(ABC) released a
secretly-taken footage.In it, an official ordered a vendor donate rice
tothe army, as half of the troops are malnourished.

The footage also shows filthy orphan beggars.As their compatriots were
starving themselves,they had no food to spare.A boy told the reporter, "I
am 8 years old.My father died and my mother abandoned me.So I sleep on the
streets."

ABC Asian news chief editor Ishimaru Jiro said,in the past, the regime put
the army above all.Now it is struggling to feed the army.As per Radio Free
Asia, the army is rationedwith livestock feeds imported from China.

There were incidents of cannibalism in N. Korea.S. Korean JoongAng Daily
reported on June 20,as per classified NK security files from 2009,a
security guard killed his co-worker for food,and even sold some of the
flesh as veal.

N. Korea was devastated by floods in 2010 andby the longest winter since
1945.S. Korean agricultural experts believe thatN. Korea will be short of
1.5 million tons of food.

UN Humanitarian Affairs and Emergency ReliefCoordinator Valerie Amos said
on June 23 thatN. Korea needs $210 million to get enough food.So far, only
20% has been raised.As N. Korea bombed S. Korea's island in 2010.Some
countries have refused to donate.

S. Korea used to donate 500,000 tons of riceto N. Korea per year from 2000
to 2008.President Lee Myung-bak stopped allunconditional assistance to the
North in 2008.After the Cheonan sinking incident in 2010,S. Korea cut off
all trading and assistance.N. Korea is also being sanctioned againstby the
U.S. and the UN.

S. Korea said to restore assistance to N. Korea,the latter must apologize
for the Cheonan incidentand the bombing of Yeonpyeong Island.N. Korea
refused.

The U.S. and S. Korea worried that N. Koreamight start testing nuclear
arsenals. On June 25,the 61st anniversary of the Korean War,Lee Myung-bak
said the Chinese governmentwould not support N. Korea's potential
provocation.

On April 26, a group of Nobel Peace Pricerecipients visited N. Korea, among
whomwere the ex-U.S. president Jimmy Carter,ex-South African president
Mandela,former president of Finland, Martti Ahtisaari,former Norwegian
prime minister Jagland,and former Irish president, Mary Robinson.

Besides the U.S. and S. Korea, N. Korea evenseeks help from poor nations
such as Zimbabwe.Czech Republic had refused its request.

UN assessed in March that 6.1 million Koreanswere facing severe food
shortage. One-third of thechildren are growing up with hypoplasia.25% of
the females are malnourished,and 37% of the population relies on foreign
aids.

UN Coordinate Amos said on June 23, N. Koreansonly have 25% of the
requisite food for survival.She urged nations to put aside political
differencesto help N. Korea, especially women and children.
