【禁闻】维基解密：前中共财长中台美人计

【新唐人2011年6月29日讯】中共前财政部部长金人庆于2007年8月突然下台，官方说法
是「私人理由」请辞，此外没有任何其他交代。但《维基解密》网站6月初披露，金人
庆去职，可能是中了台湾情报机构的「美人计」。不过，中国大陆和台湾派驻美国的代
表，拒绝对这个解密文件做出回应。

金人庆下台时，外界盛传他是因为涉及性丑闻，和另外几个高官「共用」一名情妇，同
时在落实经济政策上犯错而被迫辞职。

不过，《维基解密》（WikiLeaks）网站，这个月初公开的美国国务院电文，引述一位
美国官员的说辞表示，中国调查人员相信，怀疑与金人庆有染的女性，不是单纯的「交
际花」，而是外国的专业间谍。

2007年9月，美国驻上海总领事馆发给国务院一封电文，题目是《与敌人共枕》。电文
形容这名女间谍为"男女关系复杂的交际花"，除了金人庆之外，还与多位中国高官，包
括当时担任四川省委书记的前农业部长杜青林有染。

根据电文，金人庆透过中石化前董事长陈同海的介绍，认识这位情妇，而陈同海本人也
曾与这位女性上床。电文说，这名女子自称是"为中国军方情报部门工作"，但调查人员
如今相信她是台湾情报特工。。当年中南海盛传，前青岛市委书记杜世成和前中石化董
事长陈同海"共用"情妇，陈同海早前已因贪污而被定罪。杜青林目前担任中央统战部部
长兼全国政协副主席。

媒体报导指出，金人庆和其他高官，可能是中了中外间谍工作常用的「美人计」。

前台湾国防大学战争学院副院长扶台兴，在接受《美国之音》采访时说，金人庆是否中
了台湾情报单位的美人计难以证实，不过国民党和共产党过去交战时，的确曾经用过女
色来诱惑对方，但近年来已经较为少见。

扶台兴表示，正因为「美人计」对于情报战非常有效，因此通常各国政府在晋升干部
时，操守都是重要的考核标准，但即便如此还是难免会有漏网之鱼，很多男性官员很难
抵挡这种财、色的诱惑。"

扶台兴指出，最近台湾发生的陆军少将罗贤哲被收买为共谍，长达7年，也是结识一名
大陆女特务，在「先色后利」诱惑下，出卖重要军事情报。

据伦敦「泰晤士报」（The Times）报导，英国情报单位军情五处（MI5）曾于2009年向
数百个英国企业发出14页文件，警告他们严防中国大陆设下的情色陷阱。

报导指出，美国国务院的既定政策是，绝口不谈《维基解密》所公开电文的真伪。中国
大陆和台湾派驻美国的代表，也拒绝针对金人庆因「中美人计下台」的报导做回应。

Honey Trap Revealed by WikiLeaks

Ex-Finance Minister and communist party officialJin Renqing suddenly
resigned in August 2007,"for personal reasons" said the official
statement.Yet, a cable released by WikiLeaks revealedthat Jin was sacked
for falling into a honey trapset up by Taiwanese intelligence
agencies.Chinese embassy' and Taiwan' representativesin the United States
have declined to comment.

When Jin stepped down, it was said that he wassacked for being involved in
a sex scandaland for some policy implementation mistakes.

As per leaked U.S. State Department cable,U.S. official said, Chinese
investigators believethat Jin's mistress is not just a "social
butterfly",but a professional foreign spy.

In September 2007, U.S. Consulate Generalin Shanghai sent the State
Department a cable,describing the spy as a promiscuous socialite.She had
affairs with many prominent officials,including ex-Agricultural Minister Du
Qinglin.

As per the cable, Jin was introduced to the spyby ex-chairman of Sinopec,
Chen Tonghai,having an affair with her too. She claims to workfor "Chinese
military intelligence departments".Investigators believe her to be a
Taiwanese spy.

Wide-spread rumors claimed that Du Shicheng,the ex-communist party
secretary of Qingdao,and Chen Tonghai shared the same mistress.Chen has
been convicted for embezzlement.Du is currently Minister of United Front
Work.

Media reported that Jin and other officialsmay have fallen into the
common "honey traps".

Ex-dean of Taiwan's National Defense UniversityFu Taixing told Voice of
America that it's difficultto prove whether Jin had fallen into a honey
trap.However, during the civil war, the Kuomintangand communists
excessively used honey traps.

As honey traps are effective in espionage wars,a person's conduct is often
an important criterionfor governments in making promotion
decisions.However, a lot of male officials cannot resistfinancial and
sexual temptations.

Taiwan' general Lo Hsieh-che was recentlyexposed as being a communist spy
for 7 years.Similar to Jin, he had an affair with a female spyand sold
important military intelligence.

As per The Times, UK's intelligence agency MI5issued a document to many UK
firms in Chinato warn them of the Chinese honey traps.

It is reported that U.S. State Department policystipulates no comment on
the cables' authenticity.Chinese and Taiwanese representatives in U.S.also
declined to comment on Jin's story.
