【禁闻】独立参选人:拦不住的蚂蚁

【新唐人2011年6月21日讯】中国地方人大选举将于9月展开,越来越多独立的候选人参
选。中共一方面在媒体上宣称"独立候选人"没有法律依据,一方面对众多的独立候选人
进行了骚扰和打压。不过,一位遭受巨大压力的独立候选人倔强的宣称:"你拦得住一
头猛烈的火车,拦不住一只顽强的蚂蚁父亲"。

中国县乡两级人大选举即将展开,前湖北省潜江市选举专家姚立法的家,星期六凌晨三
次被人扔石块,将窗户的玻璃砸碎,其他骚扰也持续不停。

前湖北潜江市人大代表姚立法:"半夜我家的玻璃窗户多次被砸,被断电,被断水,被
敲门,再呢就是说,威胁电话,恐吓电话。"

姚立法不仅二十四小时在住家被监控,不允许他出家门,即使在工作的地方,也受到骚
扰限制,甚至不允许他与办公室同事说话,不准上办公室的网。

姚立法:"对我的所有的伤害,拘禁,骚扰,它是针对独立候选人的这样一波洪流。"

不仅是姚立法,类似的手段也被当局用来对付其他独立参选人,最早打头阵的江西新余
的刘萍、魏忠平、李思华等"被失踪"了一段时间,他们在恢复自由后也受到警察的严密
监视。而烟台市独立参选人王建伟被人买凶砍杀,伤势严重。另外,宣布准备参选郑州
市长的郑州房地产公司老总曹天,也曾经处于失踪状态。

除了骚扰公开站出来的独立参选人,甚至有些参选人的家属也受到了"株连"。

体育记者、著名评论人李承鹏的参选活动,被成都、北京等地的党委宣传部点名禁报。
李承鹏发表博文披露,自己因独立参选人大代表,孩子获得的体育赞助由于遭到"世界
上最神秘的部门"的施压,无奈被撤消。但是他宣称,文明必然前行,"你拦得住一头猛
烈的火车,拦不住一只顽强的蚂蚁父亲"。

中共全国人大法律工作委员会一位负责人,通过中共喉舌CCTV表示,独立候选人在中国
没有法律依据。

宪政学者陈永苗:"对于公民而言的话,法律没有禁止的行为都是合法的。全国人大他
实际上只是在打一个政治战,不是在法律条文上做文章,而是在政治上。现在就是党治
与法治,到底是党治国,还是法律治国的问题。"

陈永苗表示,目前当局对于独立参选人的一系列举措,可以看作是维稳的措施之一。但
不排除当局在大面积打击后,有可能让一两个有名气的独立参选人当选。对此他也表示
了自己的担心。

陈永苗:"我们一直也担心,这些独立候选人如果当选人大代表,他立即就会被这个党
化体制,被大染缸给染了颜色了,他立即会被党体制化,不再具有独立性。"

早在1980年,涌现过一批中国独立候选人的先驱。时隔20多年,独立候选人再一次出现
在中国的政治舞台上,与往年不同的是,今年独立参选人利用微博为参选的宣传主要平
台,在微博第一时间公布参选消息,介绍自我,表达参选目标,介绍准备工作和当选承
诺等。他们的声势通过微博得到了放大,聚集了国内,甚至海外的支持者,而中共的现
行体制似乎并没有对此做好了准备,因此当局也显得格外紧张。

Independent Candidate: Undaunted Ant

China's National People's Congress (NPC)local elections will take place in
September 2011,with an increasing number of independent candidates.The
Chinese Communist regime (CCP) declares that"independent candidates" have
no legal basis andit harasses and suppresses many of these
candidates.Although under great pressure, one candidate declared,"The CCP
can block a fierce train,but it cannot stop an obstinate ant father."

Shortly before the NPC elections take place,the home of Hubei-based
election expert Yao Lifawas hit with pebbles three times at midnight.Yao
has been harassed constantly.

Yao Lifa (former Hubei Qianjiang NPC deputy):My windows were smashed
several times at midnight.The power and water at my home have been cut
off.I have also been receiving threatening phone calls.

Yao is subject to a 24-hour surveillance at home.He is not allowed to get
out of his home.He is not even allowed to speak with colleaguesor to use
the Internet at his workplace.

Yao: (The CCP) harms, detains and harasses me,just as it suppresses other
independent candidates.

Other independent candidates are also harassed.The earlier candidates, such
as Liu Ping, Li Sihuaand Wei Zhongping, were forced to "disappear."Now
released, they are still under police surveillance.Independent candidate
Wang Jianwei of Yantaiwas severely stabbed by the hired
thugs.Zhengzhou-based real estate businessman Cao Tianwas also missing for
a while.

Some family members of independent candidateshave also been harassed.

Well-known sports journalist and critic Li Chengpengrevealed on his blog
that due to his election campaign,his child's sports sponsorship was
withdrawn underthe pressure of "world's most mysterious
department."However, he claimed that civilization will move forward,"You
can block a train, but not an obstinate ant father."

An official of NPC Legal Committee said on CCTV,independent candidates lack
legal basis in China.

Chen Yongmiao (constitutional scholar):For citizens, all acts not
prohibited by law are legal.NPC is really playing a political war.They are
not trying to make an issue of the law,but to make an issue of politics.It
all boils down to the question ofwhether it is the rule of CCP or the rule
of law.

Chen said, the authorities' treatment of candidatescan be seen as stability
maintenance measures.It is possible that after suppressing the majority,CCP
allows a few celebrity candidates to be elected.Regarding this, he also
expressed his concerns.

Chen: We are concerned that once elected,these independent candidates would
immediatelybe tainted by the party system and this big dye vat.After being
institutionalized, they lose independence.

In 1980, there emerged a group of pioneerindependent candidates in China.
Unlike previously,this year's independent candidates use micro-blogsas the
major platform of their election propaganda.They use micro-blogs to
announce election news,introduce themselves, express their election
targets,and introduce their election promises.Their momentum has been
amplified by micro-blogs.They have gathered domestic and overseas
supporters.As the CCP's current system is not prepared for this,the
authorities show extraordinary nervousness.
