【禁闻】不信任中共 「全球基金」冻结援款

【新唐人2011年5月24日讯】国际金融机构「抗击爱滋病、肺结核与疟疾全球基金」
(Global Fund to Fight AIDS, Tuberculosisand Malaria),已冻结支付总额数亿
美元的补助款给中国。因为中共政府在管理所得补助款方面引发争议,而且对不受它直
接管辖的草根维权组织保有敌意。

「全球基金」几个星期前,冻结对中国提供的用于抗击爱滋病、结核和疟疾等疾病的数
亿美元。

美国《纽约时报》5月20号报导说,在去年11月间,「全球基金」已经悄悄决定,暂停
从一项主要的爱滋病补助中拨款给中国。而这次的冻结,主要是对中共政府缺乏对拨款
的监管,感到担忧。

报导说,「全球基金」去年底对中共政府接受拨款的审计显示,中共未能按照先前的承
诺,将得到的2亿8千3百万美元拨款,提供35%给基层的非政府组织抗击爱滋病。而据非
政府组织"全球基金观察"发布的一份报告说,中国(共)政府向非政府组织提供的拨
款,不足11%,基层社区组织被排除在享受捐助之外。

中共政府向来对任何不受直接管辖的草根公民社会团体,都非常戒备。旅美著名中国爱
滋病活动人士万延海说,"全球基金"在中国7年来,政府开始时不给民间钱,后来在向
民间组织提供经费时,采取了收买策略,"听话了,就给钱,不听话,就滚蛋"。

《纽约时报》的报导中还提到,新疆一个爱滋病权益组织负责人常坤说,他们这个爱滋
病权益组织2005年仅得到3千美元,但这笔钱也因组织被当局解散而退还。他说,"全球
基金"拨款的一半以上经常被政府官员或官办的"非政府组织"揣入口袋。

另外,河北省一个支持爱滋病人士团体的负责人申智奇表示,他支持「全球基金」冻结
经费,因为他不想看到外界的善款落入贪腐的黑洞。

从2003年以来,中国已经收到"全球基金"的拨款5亿3千9百万美元,另外有2亿9千5百万
美元还在等待划拨,中国是继埃塞俄比亚,印度和坦桑尼亚之后的第四大受援国。而中
国对"全球基金"的捐款只有1600万美元,美国的捐款额为55亿美元,法国也给出了25亿
美金。

在此之前,美国《外交政策》杂志19号发表一篇题为《中国的援助诡计》(China's
AidsScam)文章,文章质疑中共在耗巨资举办北京奥运,和上海世博会的同时,向"全
球基金"申请巨额援助,使世界上最贫穷的国家无法得到应有的援助份额。

据了解,这篇文章的作者杰克.周(Jack C.Chow)曾经在2001年至2003年期间,担任
美国抗击全球爱滋病大使,是「全球基金」于2002年成立时美国的主要谈判代表。

Global Fund Freezes Grant to CCP

The humanitarian organization,Global Fund to Fight AIDS, Tuberculosis and
Malaria,has frozen a grant fund worth hundreds of millions ofdollars to
China. The reason for the freeze is thatthe organization is not comfortable
with the waythe Chinese Communist Party (CCP) is managingthe funds, and its
hostile attitude towardsnon-government organizations (NGOs).

Several weeks ago, Global Fund frozehundreds of millions of dollars in
grant funds,earmarked to fight AIDS, Tuberculosis, andMalaria in China.

On May 20, the New York Times reported thatlast November, Global Fund
decided to stopfunding the war against AIDS in China.This freeze was the
result of Global Fund's concernfor the way the CCP was managing the grant
funds.

The report said that, according a Global Fund'saudit of the CCP's grant
management team,by the end of last year, the CCP earmarkedonly 11 percent
of the total grant money of$283 million dollars to grassroots NGOsfighting
AIDS, instead of the agreed upon 35 percent.

The CCP always marginalizes any grass rootsNGOs, which are not directly
under its control..Wan Yanhai, China's famous AIDS activistresiding in the
United States, said,"During the seven years following the Global
Fund'spresence in China, the CCP authorities,in the beginning, simply
refused, to give moneyto NGOs. They later changed their strategy tobuying
off NGOs, saying, 『If you obey us,you'll get the money; if not, then
forget about it!'"

According to the New York Times, Chang Kun,the head of an AIDS rights
organization inXinjiang Province, said that their organizationreceived only
3,000 dollars in 2005, which waslater confiscated when the CCP authorities
dissolvedtheir organization. He said that over half of the fundsfrom Global
Fund lined the pocketsof government officials and state-run "NGOs."

Also, Shen Zhiqi, the head of an AIDS supportorganization in Hebei
Province, expressed hissupport for Global Fund's decision to freeze the
funds,saying that he didn't want to see foreign grantmonies fall into
China's black holes of corruption.

Since 2003, China has received $539 million dollarsfrom Global Fund, and
there is an additional$295 millions dollars waiting to be committed.China
is the fourth largest AIDS assisted countryafter Ethiopia, India, and
Tanzania. But so far,China has only donated 16 million dollars toGlobal
Fund compared to the U.S.'s55 million dollars and France's 25 million
dollars.

On May 19, the U.S. Foreign Policy Magazinepublished the article, "China's
Aids Scam,"which questioned the CCP's allocation of large sumsof money from
Global Fund during the expensiveBeijing Olympic and Shanghai World
Expo,which left fewer dollars available tothe world's poorest countries.

The author of this article, Jack C. Chow, served asU.S. ambassador on
global HIV/AIDS from 2001to 2003 and was the lead U.S. negotiatorof Global
Fund in 2002,when it was founded.
