【禁闻】六四将届 严禁军人网上交友
【新唐人2011年6月2日讯】网路科技推陈出新,现代人的生活几乎离不开网路。年轻人
在网络上购物、交友已经成了他们生活的一部分。不过,最近中共国防部发出指示,要
求对军队和武警官兵上网交友情况展开「专项排查」。评论指出,又到六四,中共为了
维护政权拚命控制军队。
5月31号,中共国防部网站发布一则消息,强调军人网上交友,不仅影响部队正常训练
工作秩序,而且容易�露军事秘密,要求全军和武警部队加强教育管理。
浙江异议人士吴义龙认为,泄漏秘密是中共作为控制舆论的一个藉口。
吴义龙:「军人他首先也是公民,主要他比较特殊的,除了涉及到机密的时候才可以控
制他的,一般军人他是没有机密可言的。」
据了解,军人《内务条令》等法规,对军人网上交友、婚恋、求职,和对军人开设网
站、博客、聊天群,以及对军人参加各类老乡会、校友会、战友会等民间团体,都有明
确规范。
国防部网站的指示要求,各单位近期要对照相关法规,集中对官兵网上交友情况�行一
次专项排查清理,通过官兵自查、群众互查、网上排查等多种形式,摸清底数。
大陆退役军官曲事涛表示,军事机密要泄漏出去当然对国防会造成很大的伤害,但是要
如何做,一定要考虑到军人的合法权益。
曲事涛:「从军人的基本权利来讲,写信自由、交友自由也是应该考虑,和社会交友啊
和了解社会,他正常不应该是在监控当中,应该理解、了解各种信息。」
英国BBC中文网在相关报导中说,禁止上网社交的后果之一是,许多军人复员后发现自
己与现实社会严重脱节,缺乏了解,因而难以融入社会。
旅美时事评论家伍凡,在大陆生活了44年,对中共专制统治的弊病有很深的体会。
伍凡:「现在又是茉莉花时期,又是六四到了,他拚命要控制军队,这个行为啊,证明
他控制军队控制不住,这对中共是最大威胁,一旦军队控制不住了,那么他没任何保护
他了,中共就很容易就垮台了。」
伍凡表示,中共很多国防机密不是用买的就是用偷的,自己研发的很少,而现在这些机
密透过手机、网路一下就传出去了,因此很难控制。
伍凡:「控制不住的根本原因,是(军人)对中国现状他们不满意,他们想了解,他们
要知道,但一旦知道以后,慢慢也就改变他们的想法了,说不定之后就叛变共产党
了,叛变那个军队,但是我想啊,你控制的是二百多万三百万军队,个个能控制吗?控
制不了的。」
虽然,新的条令要求各级官兵必须「深刻认识」,军人违规网上交友的「现实危害和潜
在威胁」,但目前并不清楚军方将如何执行这一道禁令。

Chinese Soldiers Prohibited from Online Social-Networking
Internet has become an inseparable part of modern life.Young people shop
and make friends on the network.However, recently, the Chinese authorities
(CCP)instructed the army and police officers to launcha "special
investigation" on their internet usage.Comments said, as June 4
approaches,the CCP tried harder to control the military.
On May 31, the Ministry of Defense posted a news onits website saying
soldiers' making friends onlinewill not only affect the normal military
training orders,but is also easy to disclose military secrets.It required
the military to strengthen internet control.
Wu Yilong, a dissident in Zhejiang believes thatsecret leakage is a pretext
for the CCP's internet control.
Wu Yilong: "First of all, a solder is a citizen.He is special, but only
when it comes to secretscan you control him. As an ordinary army man,there
are no secrets to speak of."
The military "House Rules" and other regulationshave clear codes for
soldiers on online dating, marriage,job-searching, and setting up personal
website, blog,chat groups. There're also rules for soldiers to
participatein various associations, alumni, and other civic groups.
Defense website instructions require thatall units follow laws and
regulations, investigate officersand soldiers on their online dating,
conductself-examination, peer reviews, and other forms,find out the real
situations.
Qu shitao, a retired army officer, said military secretleakage will surely
cause great harm to national defense,but we must consider soldiers'
legitimate interests.
Qu Shitao: "From the perspective of soldiers' basicrights, writing letters
and making friends should beallowed. Interacting with and learning from the
societyis a normal activity that should not be monitored."
BBC Chinese said, one consequence of prohibitingsoldiers' online
social-networking is that many retiredsoldiers find themselves seriously
out of touch withthe real world, difficult to integrate them into society.
Wu Fan, a US-based commentator, lived in China for44 years and understood
well the CCP's flaws.
Wu Fan: "Now is the 『Jasmine' season, and June 4 isaround the corner, so
they tried to control the military,but they are unable to control it. This
is the biggestthreat to the CCP. Once the army is lost control,the CCP is
very easy to fall out. "
Wu Fan said that many CCP's secrets are obtainedeither by money or by
espionage. Very few are basedon its own R&D. Now these secrets can be
quicklytransmitted over phone or internet, difficult to control.
Wu Fan: "The reason for being unable to control isthat soldiers are not
satisfied with China's status quo,so they want to know more, but once they
know,they will slowly change their minds and may go againstthe CCP and the
military. The CCP is trying to control2 to 3 million soldiers, how could
you controleach and every one of them? It is difficult to do so."
Although the new regulations require all army mento have "a profound
understanding of" the harm andpotential threats of online
social-networking,it is unclear how the military will implement the ban.
