【禁闻】如何制止中共网路黑客攻击?

【新唐人2011年6月8日讯】"如何制止中国的黑客行为"?美国《华尔街日报》专栏撰稿
人霍尔曼.詹金斯发表评论文章,他说,在1990年代,中共支持中国的海盗行为,正如
现在中共支持网路黑客行为一样。而制止中国的黑客行为,就是不再保持沉默,并且拿
出证据,来跟中共「大声」讲理。

詹金斯的文章中说,中国最新一轮的网路黑客行为,所针对的不是谷歌的网路安全系统
漏洞,而是谷歌「客户」,这种黑客做法的专业名称叫「spearphishing鱼叉式网路钓
鱼」。

这类「网路钓鱼」方式是利用电子邮件,来针对一个具体的个人,欺骗这个人透露自己
的帐号密码,让其他人(黑客)也可以�入这个人的电子邮件收件箱和网上帐户,而这
个行为与1990年代中期,在南中国海周围地区流行的「海盗行为」一样。

詹金斯透露,"当时的国际海事局总干事埃里克.艾伦说,毫无疑问,这些对公海运行
船�的(海盗)行为是得到政府授意的。"在艾伦将有关事件公开之后,香港详细公布
了18个月期间的将近50起案例,内容详细到参与海盗行为的中国军方船�编号。"

詹金斯的文章说,东南亚地区的国家当时虽然倾向于认为,"中国(共)中央政府已经
无力约束地方的权贵,那些人在国际上损害中国的国家利益。"但是,他说:"1990年代
让局面得到实际改善的是,世界各国的船运公司及其各自国家的政府,他们抛弃了胆小
怕事的做法,拿出证据来跟中国大声讲理。"

而中国(共)政府终于在2000年年初,大张旗鼓的处决了13名中国海盗。这些人身穿中
国军服,他们是在1998年劫持长胜号货轮,杀死了23名船员。

詹金斯说,"自那时以来,尽管海盗行为依然是一个问题,尤其是在印度洋海域。但中
国(共)政府所支持的海盗行为,不再是明显的麻烦来源。"

谷歌6月1号通过博客发表声明,宣布最新一轮的网路黑客攻击发源地是中国济南。攻击
目标是美国政府高级官员,和中国政治活动家,以及好几个亚洲国家的军方人员,和记
者的Gmail电子邮件帐户。

中国问题及网路安全专家毛文杰(JamesMulvenon)博士对《美国之音》说:「他们的网
路攻击行动已经持续了5年,对像是在美国首都的大部分中国问题专家,尤其是那些经
常�出政府部门的人,将这些信息汇总起来,能够得出政府内部在中国等问题上的看
法。这是获取敏感信息的间接方式,这比侵入保密的电脑系统,要容易得多。」

毛文杰还透露,中国黑客不仅攻击谷歌,也包括雅虎等公司的邮箱。

而美国联邦政府已经就谷歌提出的指控展开调查。

詹金斯在这篇"如何制止中国的黑客行为"中提到,有几十家美国公司也遭受到类似的网
络攻击,其中包括通用电气公司,投资银行摩根斯坦利,迪斯尼公司。但是,大部分公
司对此保持沉默,因为害怕得罪中国。

而他认为,「其实,让局面变得更糟的最可靠途径,就是这种沉默。」因此他文章
说:「谷歌的榜样,得到其他公司的模仿,或许才是真正有益的。」

美国「布鲁金斯学会技术创新中心」研究部主任艾伦.弗里德曼(AllenFriedman)也向
《美国之音》表示,谷歌是为了维护他在全球的声誉,而阻止中共黑客攻击。其他想同
中国做生意的公司,在同中国打交道时会遇到什么情况,现在被提前敲了警钟。

How to Stop CCP Hacker Attacks

In the article: "How to Stop Hacker Attacks fromChina," Wall Street Journal
columnist, HolmanJenkins, said that the Chinese Communist Party
(CCP)supports hacker attacks just as it supported piracy inthe 1990s. To
stop the attacks, we should stop beingsilent and simply show the CCP the
evidence we have.

Jenkins said that China's latest round of hacker attacksdidn't target the
loopholes in Google's Internet securitysystem, but rather Google's
users,using a method called "spear phishing."

"Phishing" involves sending an email to a specificperson to lure them into
giving out their usernameand password, thereby allowing the hacker to
loginto the recipient's account or other online accounts.This behavior is
similar to the widespread "piracy"in the middle 1990s, near the South China
Sea.

Jenkins revealed that, "The then Director Generalof the International
Maritime Bureau, Eric Ellen,said that, there's no doubt that the open sea
piracywas supported by governments." After Ellen revealedthis, Hong Kong
announced the details of nearly 50piracy cases in 18 months,with some
involving Chinese Navy ships.

Jenkins wrote that, countries in Southeast Asia tendedto believe that,
"China's central authorities cannotcontrol local authorities, which are
harming China'snational interest in the international community.But what
improved the condition in the 1990s was thefact that many shipping
companies and governmentsfrom around the world stopped being afraid of
Chinaand debated the issue with concrete evidence in hand."

The CCP finally executed 13 Chinese pirates in thebeginning of 2000. These
pirates were in Chinesemilitary uniform. They hijacked the Chang Shengship
in 1998 and killed 23 sailors.

Jenkins said that, "Since then, though piracy remainsa problem, especially
in Indian Ocean area,CCP supported piracy is no longer a main source."

Google announced on its blog on June1 that,a new round of email hacker
attacks originated fromJinan, China. The targeted Gmail accounts belongto
senior U.S. officials, Chinese activists,Asian officials, and journalists.

Dr. James Mulvenon, a China affairs and Internetsecurity expert, told Voice
of America (VOA) that,"The CCP network attacks have lasted for 5 yearsand
mainly targets China experts in the U.S. capital,especially those who visit
governments frequently.The CCP then analyzes U.S. officials' opinions,on
China related problems, by summarizing theinformation. This is done to
indirectly obtain sensitiveinformation , which is easier than directly
hackinginto confidential computer systems."

Mulvenon revealed that, besides Google, Chinesehackers also attack other
companies, including Yahoo.

The Federal Bureau of Investigation, has started aninvestigation into
Google's accusation.

In his article, Jenkins also stated that, dozens of U.S.companies have also
experienced similar attacks,including General Electric, Morgan Stanley, and
Disney.But most of them kept silent for fear of offending China.

Jenkins continued: "Actually, what makes the situationworse is this kind of
silence. It is truly helpful if othercompanies can learn from Google."

Allen Friedman, Director of the Center for TechnologyInnovation at
Brookings Institution, told VOA that,"Google tries to stop CCP's hacker
attacks to maintainits international reputation. It sounds an alert for
othercompanies, which plan to trade with China,and what to expect when
doing business in China.
