【禁闻】中俄否决谴责叙利亚议案 外界评议

【新唐人2011年10月7日讯】联合国安理会谴责叙利亚政府武力镇压民众的议案,遭到
一向持反对立场的中共和俄罗斯联手否决,引起欧美领导人愤怒和失望。海内外评论指
出,中共反对谴责议案,是对叙利亚独裁政权兔死狐悲、同病相怜,但却挡不住中东、
北非的民主化浪潮。

自今年3月以来,叙利亚民众举行反政府游行示威,要求总统阿萨德下台,迫使当局取
消了实施48年的紧急状态法,但叙利亚政府以�动乱�为由,动用军队武力镇压抗议民
众,已造成2700人死亡。

美国4月29号宣布对叙利亚高官实施制裁,欧盟5月9号也宣布对叙利亚制裁。8月
3号,联合国安理会谴责叙利亚当局大规模侵犯人权和针对平民使用暴力。

10月4号表决的安理会决议,已经三次删减了决议中的严厉措辞。但是,中共和俄罗斯
仍然投票反对,美国驻联合国代表团、英国驻联合国大使先后愤然离席。

美国国务卿克林顿指责安理会�推脱责任�,英国外交大臣黑格表示失望,法国外长朱
佩愤怒谴责阿萨德是�屠杀子民的独裁者�,德国外长则深表遗憾。

联合国秘书长潘基文说,国际社会承担着阻止叙利亚继续流血的�道义�。土耳其总理
埃尔多安则说,土耳其政府将执行自己的制裁,�不会眼看着无辜百姓被杀而袖手旁
观。�

兰述(时事评论员):�之所以要制裁叙利亚,主要是因为9月27号叙利亚军队出动坦克
飞机,对平民进行轰炸。西方国家文化它有一个特点:人道远远摆在它的政权和政治之
上的。�

叙利亚总统的高级助理却对法新社说,中、俄为叙利亚政府提供了�实施并且加强改革
�所需要的时间。

俄罗斯常驻联合国代表邱尔金表示,俄国并不支持阿萨德政权,俄罗斯担心北约对利比
亚的军事干预将在叙利亚重演,无助于危机的和平解决。

胡平(《北京之春》杂志主编):�因为俄国这么些年来,依然还是和一个真正的、完善
的民主国家还有相当的距离。它总的来说,俄国在国际事务上的表现要比中国政府强悍
的多,它不愿意看到西方国家在中东问题发挥越来越大的作用。�

《德国之声》表示,在安理会对利比亚决议表决时,中、俄投票弃权,为北约军事干预
利比亚铺平了道路。但是在叙利亚问题上,对中、俄来说,这个与以色列、伊拉克和沙
特接壤的阿拉伯国家,政治和战略意义远远超过利比亚。

《德国之声》指出,俄罗斯和中共,一个向叙利亚提供大量武器,并且在那里建有军事
基地;另一个则视石油和生意重于人权。

胡平:�中国政府这次投否决票,作为一个专制政权,和叙利亚的专制政权,有种兔死
狐悲、同病相怜的感觉,而且它也担心以后联合国会在对待中共专制政权的时候,也采
取同样的、类似的态度。�

北京大学国际政治系教授朱锋对英国BBC表示,茉莉花革命导致整个中东局势变化很
快,中共政府没有预料卡扎菲会被完全赶下台,而担心这种对于极权专制政府的国际干
预会变成惯例,中共希望,来自西方人权民主干预的国际行为势头,可以得到遏制。

荆楚(广西作家):�世界上的独裁专制、这些独夫民贼少一个,它(中共)就在世界上多
一份孤立,应该是出于这样一个考虑。中共政权它的反人类、反社会的性质越来越凸显
出来了。�

《人民日报》旗下《环球网》素以煽动激进民族主义而著称,但在它的�叙利亚局势�
专题上,许多网友留言说:�为什么投反对票,因为是一丘之貉!��尊重民众改革的
愿望,不符合人民心愿的就应该下台,应该制裁利比亚现政府,不行就要推翻他。�

另一方面,绝大多数叙利亚反对派主张举行和平抗议,10月2号,由不同反对派群体组
成的�叙利亚全国委员会�只提出一个要求:阿萨德总统必须下台。

China and Russia Veto Sanctions On Syria

UN Security Council's proposal to condemn Syria's actof violence on its
citizens was overruled

together by the Chinese Communist Party (CCP) and Russia,raising anger and
disappointment from other foreign leaders.

Comments point out that the CCP's opposition of the proposalis anguish and
pity towards the dictatorship ruling Syria,

but it cannot stop the wave of democratizationin the Middle East, Asia and
North Africa.

Syrians started anti-government protests in March,asking President Assad to
step down.

The Syrian government called on military forces to suppresspublic protest,
which they called "riots,"

which resulted in more than 2700 deaths already.

The US announced on April 29 its intentionsto impose sanctions on Syrian
officials,

and on May 9, the EU also announced that actionswould be taken against the
Syrian government.

On August 3, the UN Security Council criticized the Syriangovernment for
human rights violations

and the use of violence against civilians.

The wording of the proposal was edited three timesbefore the vote on
October 4.

However, the CCP and Russia still hold opposition votes; theUS and British
UN' ambassadors left the meeting in anger.

US State Secretary Hillary Clinton criticizedthe UN Security Council
for "shirking responsibility,"

British Foreign Secretary William Hague showeddisappointment, French
Foreign Minister Alain Juppe

angrily condemned al-Assad as the "dictator killing people,"German Foreign
Minister Guido Westerwelle expressed regret.

UN Secretary-General Ban Kimoon said the internationalsociety bears the
moral responsibility of terminating

further violence in Syria. Turkish Prime MinisterRecep Tayyip Erdogan
said,the Turkish government will implement its own sanctionsand "will not
stand and watch the innocent being killed."

Lan Shu (Political Commentator): "The reason whythe Syrian government needs
to be prosecuted

is because on September 27, the government ordered tanksand war planes to
bomb the citizens.

Western countries have this characteristic,humanity is always above the
political regime and power."

Syrian President's Senior Assistant told AFP that Chinaand Russia allowed
the Syrian government the time needed

to "implement and strengthen the reform."

Russian ambassador to the UN, Vitaly Churkin, said,"Russia does not support
the Assad regime, they are worried

NATO's military intervention in Libya will be repeated inSyria, which
doesn't help in a peaceful settlement of a crisis."

Hu Ping (Editor-in-Chief, Beijing Spring magazine): "Russiais still far
from being a completely democratic country.

Russia's actions in international affairs are more powerfulthan the CCP's,
they do not wish to see an increasing role

of Western countries in the Middle East."

Deutsche Welle said China and Russia abstained from votingfor the NATO
military intervention in Libya.

For China and Russia however, Syria, a Saudi Arabiancountry bordering Iraq,
means a lot more than Libya

in political and military strategies.

Deutsche Welle pointed out that with Russia and the CCP,one is a big
provider of weapons to Syria

and has being building military bases in the area, while theother is a
country valuing crude oil more than human rights.

Hu Ping: "The CCP's veto shows a pity of an authoritarianregime to a
dictatorship regime,

and they are also worried that the UN will take similar standsand attitudes
when dealing with the CCP's regime."

International Political Science' Professor Zhu Fengat Peking University
gave an interview for the BBC.

He said, the Jasmine Revolution led to a rapid change in theMiddle East
region. CCP did not expect Gaddafi to be ousted,

and fears that international intervention in totalitarianautocratic
governments is fast becoming a practice.

The CCP hopes that rising intervention from developedand democratic
countries can be contained.

Jing Chu (Journalist, Guangxi): "With one less totalitarianautocratic
government in the world,

CCP has less support, this should be one of the reasons.CCP's anti-humane,
anti-social nature stands out more now."

Global Network , a subsidiary of People's Daily,is known for inciting
radical nationalist sentiments.

However, on the issue of Syria, there were many commentssuch as "Why veto?
They are as bad as each other,"

"Respect for the desire of reform. One should step downif not meeting its
peoples' expectations,

the current government should be sanctioned.If necessary, overthrow them."

Syrian opposition groups advocate peaceful protests.On October 2, the
Syrian National Council,

formed by different opposition groups, made a request:"President Assad must
step down."
