【禁闻】中共大整网路公关行为 难服众
【新唐人2011年4月16日讯】中共当局又展开专项行动,整治「网路公关行为」,有学
者和网路工作者表示,最大的「网路水军」或制造者,目前来说是中共政府,如大量的
「五毛党」,因此民众对政府的取缔难以信服。请看报导。
中共工信部、公安部、工商总局和中共中央对外宣传办公室,最近联手推出一个为期两
个月的全国专项行动,准备从四月中旬起大力整治「网路公关行为」。
官方媒体对外表示:中国近些年来出现了网路水军、网路推手,和删帖公司等各种网路
公关机构和个人,他们炒作制造虚假新闻,敲诈勒索,打击竞争对手,非法牟取利益。
香港「互联网协会」会长莫乃光表示,在大陆,可能因为法制的问题,很多公司和商人
不管用什么方法,只要能达到目地,不择手段,都可以来做。这类行为其实并不只局限
于网路。
莫乃光认为,「网路公关」本身并不违法,在全世界都有!香港和外国公司都常常利用
互联网�行危机处理和公关活动。
湖北省网路工作者、「民生观察」网站负责人刘飞跃指出,应该说,最大的网路水军或
制造者,目前来说是中共政府。推特上面有大量的「五毛」,不仅仅是批评,甚至使用
下流的语言�行辱骂。
一些网路工作者和学者认为,政府本身就在大量使用网路水军、也就是所谓的「五毛党
」来宣传当局立场、抵毁异议人士,并大量删除对当局不满的消息和评论,因此当局很
难具有说服力。
一群匿名的互联网用户在网上,倡议在大陆许多城市举行星期日「散步」活动以来。中
共对互联网的控制就越来越广、越来越严。自2月中旬,数十名异议人士、人权活动家
和著名博客主被逮捕或失踪。
四川成都作家、著名博客作者冉云飞,于2月21号被刑拘,3月25号被当局正式逮捕,罪
名是"煽动颠覆国家政权罪"。四川维权人士丁矛也以同样罪名被正式批捕。许多维权人
士的电脑或硬碟被警方搜查,或被扣留。
德国《金融时报》认为,这一波逮捕和审查的背景,与北非革命和网上呼吁中国民众抗
议有关。
「中国人权观察」组织也证实,中国吉林一名叫「雁南飞」的网民,3月22号晚被一伙
自称警察的人从居所带走,至今下落不明。当时,她正在跟网友聊天,讨论为被拘押的
北京异议人士李海聘请律师的事情。
著名网路作家田奇庄对《美国之音》表示,当下中国(共)互联网言论自由的空间越来
越小。在网上发表的文章最近有不少被网警删除。
香港中文大学新闻学院教授邱林川也表示,如今中国的许多社交网站名存实亡,审查的
幸存者们生存在巨大的阴影中。
多年来,「记者无疆界」组织一直把中共列入"互联网的敌人"国家名单中。今年最新一
期报告已经出炉。中共被评为大面积实行互联网管制,和过滤措施的十个"互联网敌人
"国家之一。

China Takes Actions on Internet PR
The recent clampdown on internet PR by the ChineseCommunist Party (CCP) was
questioned by the public.People argued that the CCP itself produced its
advocateseverywhere on the internet for its own propaganda.The CCP's tough
rules on internet PR are not convincing.
CCP propaganda offices proposed a 2-month operationOn internet supervision
started on the mid of Apr.
According to its media, there are companies andIndividuals on the internet
making false news andConducting illegal business activities.
Mo Naiguang, the leader of Hong Kong Internet Societysaid that there were
illegal for-profit activities everywherein China, given the unsound legal
system.
He claimed that Internet PR was not illegal, givenIts ubiquity both in Hong
Kong and worldwide.
Liu Feiyue, the internet fellow of Livelihood, said thatCCP was the biggest
illegal internet activist who producedNumerous advocates on Twitter.
It is suggested that CCP, by manipulating advocatesTo self-support, delete
pubic speeches and slanderdissidents, is no longer convincing.
Noticing the growth in public congregations nationwide,CCP is tightening
its control on internet, with dozensOf dissidents and writers arrested
since mid of Feb.
Internet writer Ran Yunfei and Ding Mao were detainedon Feb 21 and jailed
on Mar 25 for inciting subversionof the regime, with computers been
confiscated.
According to Germany Financial Times, CCP wasAlerted by the North Africa
Revolution.
Human Rights of China Organisation also confirmedThat internet user Yan
Nanfei remained out of contactWhen she was planning a law case for
dissident Li Haion the internet.
Prominent internet writer Tian qizhuang said to theVoice of America that
Chinese speech freedom isBeing marginalized.
Qiu qinchuan, the professor of Chinese University ofHong Kong, said the
outrageous internet scrutiny hasalmost exstinguished the Chinese speech
freedom.
China was listed as the Enemy of Internet by ReportersWithout Borders
organization. In its first issue, ChinaWas rated as one of the ten most
internet enemies forIts internet surveillance and filtering.
