【禁闻】美媒:美中人权对话 前景黯淡
【新唐人2011年4月30日讯】为期两天的美中人权对话落幕了,美方认为这次会谈的成
果微弱,外界质疑美中闭门人权对话前景黯淡。不过,美方表示,计划在下个月华盛顿
召开的「美中战略经济对话」上,再次提出人权问题。请看报导。
美中人权对话28号在北京落幕,美方代表波斯纳28号傍晚向媒体表示,在对话中已提
出,中国人权状况有退无�,包括滕彪、陈光诚、高智晟多名中国维权人士被关押,艾
未未还下落不明,但中方并没有给予满意的答复。
《美国之音》报导,数个西方国家与中国�行的类似年度对话,成为一个"具有讽刺意
味的机制",也就是允许最高领导人在一年剩下的时间里可以"避谈"人权。报导说,"年
度对话"就像是让中国领导人,把所有的"毒药"打包成一个叫"人权"的盒子,这样其他
人未经允许谁也不能触碰。
美国《纽约时报》认为,美、中人权对话前景"黯淡",美国和西方国家应该在这一问题
上寻找新途径施压中国。
而波斯纳在记者会上也表示,下个月在华盛顿举行的"美中战略与经济对话"中,仍会谈
及人权问题。
中国问题专家伍凡认为,闭门的"美中人权对话"已经谈了16次,但没有实质意义。他
说:"和中共单独私下谈人权是没有用的。","一个是苦苦要求,另一个是装模作
样,根本不理。"而"中共其实现在也是最虚弱的时候,所以才会害怕释放异议人士,比
如放了高智晟表明它自己承认镇压法轮功是错误的;而逮捕艾未未,是惧怕中国的茉莉
花革命。"伍凡表示:"只有中共解体,才能解决中国的人权问题。"
对于这次会谈是否能影响中共,改变官方打压国内异议、维权人士的做法,中国大陆的
观察人士普遍表示不乐观。
邓太清(山西太原维权人士):"中国共产党目前是不可能有任何改善,在人权问题上
实质性改善。包括最近国内一些人士不断失踪、不断的被看守,这就说明中国人权的状
况还是实质性的恶化。而且完全不讲法律程序,完全是'我是流氓我怕谁''我是流氓我
就这么做'。像我这儿每一个礼拜六、礼拜天堵住我家门口不让我出门。"
"国际特赦"亚太地区主任扎里费(SamZarifi)对《美国之音》表示,美国人实现承
诺,就是不仅仅在人权对话中提人权,而是把它也放在下个月即将举行的「战略与经济
对话」的框架中提出来。
另外,有关美国考虑"收紧"中方官员及其家属赴美签证,以「报复」中国人权恶劣的传
言,邓太清向《自由亚洲电台》表示,美方如果真的能以中共官员切身的利益施压中
共,对改善中国人权或许有利,但也取决于美国政府对它国家利益的考量。

A Bleak Sino-US Human Rights Dialogue
The two-day Sino-US human rights dialogue ended.The United States believes
that the talk produces verylittle result. Outsiders suspect the future is
bleak forthis kind of dialogue. However, the U. S. saidthat it plans to
bring rights issue up next monthduring the "Sino-US strategic economic
dialogue."
The human rights dialogue ended in Beijing on April 28.The U.S.
representative Posner told the mediathat China failed to give a
satisfactory answer toits lack of progress and the arrests of many
rightslawyers, including Teng Biao,Chen Guangcheng,Gao Zhisheng and Ai
Weiwei's whereabouts.
"Voice of America" reported: A few Western countriesconducted similar
annual dialogues with China andthen top leaders can avoid talking about
human rightsthe rest of year. Such a dialogue allows leadersin China to put
all the "bad stuff" into a "human rights"package so others cannot touch it
without permission.
"The New York Times" stated that the future ofSino-US human rights dialogue
is bleak;the United States and Western countries need to lookfor a new way
to pressure China.
Posner also told the press that the human rights issuewill be brought up in
Washington next month,during the "Sino-US Strategic Economic Dialogue".
China expert Wu Fan believes that there has been16 rounds of
behind-closed-doors Sino-US dialogue,so far it has no real meanings.Chinese
regime is in its weakest point,it is fearful of letting go
dissidents.Releasing Gao Zhisheng means Falun Gong's suppressionbeing
wrong; arresting Ai Weiwei indicates its fearof a Jasmine Revolution that
will take place in China.Wu Fan said: "Human rights in China can only
beresolved by the collapse of the Chinese regime.
China observers are not optimistic about the effectof the dialogue: Will it
affect the ways the dissidentsbeing treated by the Chinese authorities?
Shanxi-based activist Deng Taiqing: "Currentlyit is not possible for the
Chinese Communist Party(CCP)to make substantial improvements in human
rights.Many dissidents continue to disappearor being detained.This means
human rights in China is deteriorating--we do not observe proper
procedures; we are roguesand fear of no one. Just look at me, they block
mefrom going out every Saturday and Sunday."
Sam Zarifi, the director of Amnesty Internationalin Asia told "Voice of
America" that if Americanswant to keep their promise, they should bring
this upnot only in the human rights dialoguebut also in the "Strategic
economic dialogue ".
In addition, the United States wants to tighten upvisa issued to Chinese
officials and their familiesto "retaliate" poor record of human rights in
China.Deng told "Radio Free Asia" that it probably helpsto improve human
rights if Chinese official's owninterests are affected. But the U.S.
governmentmust take other nation's interests into consideration.
