【禁闻】中共航母的像征与威胁

【新唐人2011年4月15日讯】中共用一艘来自乌克兰的航空母舰外壳，改装建造出第一
艘航母"施琅号"，引起美国，台湾等各方关注。但是专家认为，"施琅号"只是一艘训练
和试验用的航空母舰，并非作战用航母。在战斗能力上，跟美日航母无法相提并论。它
的像征意义大过实际威力。

中共大约10年前，从乌克兰买回了一艘还没建造完成的航空母舰，花费10年的时间，终
于把它改建成。据说，准备把它称为"施琅号"。时事评论员伍凡指出，施琅是康熙时代
带着清军攻打台湾的将军，用这个名字命名这艘航母，寓意明显，就是对台湾�行威
胁。

伍凡认为，中共急剧扩张它的军事力量，跟美国的军事力量发生重大冲突，因此美国特
别关注"施琅号"航空母舰的建立。

伍凡（时事评论员）：「它的目地，一个是在海外要占领航海通道，维持它的能源输入
的安全，第二，它要在世界各国，尤其是在南亚，东南亚，以及太平洋一些小岛，获得
了它的海空军基地，这是它扩张的很重要一步，那么它的力量，想把美国的军事力量从
南亚和太平洋地区赶出去。」

不过，太平洋美军司令威拉德在国会指出，航空母舰需要很长时间的训练和发展，并且
�行演习，才能具备作战能力。

一些专家也认为，"施琅号"的能力无法跟美日航空母舰同日而语，而且从单个航母建
成，到组成具有战斗力的舰队，还需要十年以上的时间。目前美国海军仍然遥遥领先。

伍凡（时事评论员）：「首先，这个军舰是一个常规的航空母舰，不是核母。第二，吨
位是6万吨左右，是中型的，中等的。第三，飞机只能装个2-30架，并不是很多。这是
它的装备。那么这个航空母舰建成之后，要花很长一段时间把它组成一个战斗群。」

澳门军事评论人士黄东也对《美国之音》表示，"施琅号"只是一艘用来训练和试验的航
空母舰，并非作战用航母。

不过，南加州大学韩国研究中心主任康灿雄表示，中共一直自称和平崛起，绝不称
霸，但是军方的「激烈言行」却令外界认为：中共不可信赖。

2005年，解放军少将朱成虎在记者会上说：如果美国对中国领土使用导弹，中共一定会
用核武反击，不惜让西安以东城市全部摧毁。美国也会有数百城市被毁灭。朱成虎发表
这些言论之后，中共并没有对他提出任何惩罚。

而今年一月，就在美国国防部长盖茨访华当天，中共军队在四川试飞了J-20隐形战机。
胡锦涛告诉盖茨他「不知情」。研究中国军事和美中关系的专家施道安对《美国之音》
表示，如果胡锦涛所说属实，则意味著文官领袖对军方的控制，出现了问题。这种局面
令人担心。

前中国《新闻自由导报》总编辑吴仁华则认为，所谓文人政府和军队高层「脱节」的现
象，只是中共在唱双簧。他向《美国之音》说，中共『党指挥枪'严密控制军队的情况
不可能有所改变，尤其中共收买了军警和知识界，军方已经腐败严重，根本不敢求
战，将领大放厥词，只是在与西方接触时跟文职官员唱双簧而已，是得到中共授权的。

New Carrier 『Show to the West"

Reconstructed from a Ukrainian carrier,China's first aircraft carrier 『Shi
Lang'attracts much attention. Experts believe, Shi Langonly serves training
purposes, and is not equippedfor battles. The threat it poses is mostly
symbolic.

Purchased from Ukraine a decade ago,China's first reconstructed aircraft
carrierhas been named Shi Lang.According to analyst Wu Fan, Shi Lang wasthe
1681 Taiwan-conquering general.The carrier name is a symbolic threat to
Taiwan.

Wu believes the U.S. is concerned about the carrier,as China's military
expansion poses threat to U.S.

Wu Fan: "It serves 2 purposes:one is to protect waterways for fuel
transportation;the other to further expand China's military
power,especially in the Asia-Pacific region. China wantsto kick U.S. forces
out of the Asia-Pacific region."

According to U.S. Navy Admiral Robert Willard,there must be "a long period
of trainingand development, and eventual exercisingpreceding any
operational capability" of the carrier.

Experts believe China's naval power is stillfar behind the U.S. and Japan.
It will takeover 10 years to develop an operational fleetthat can compete
with the U.S.

Wu Fan: "First, it's a regular carrier,not a nuclear one. Second, it's only
medium in size.Third, it carries 2-30 aircrafts, which is not many.There is
still a long way to gobefore it can turn into an operational fleet."

Macanese commentator Huang Dong said to VOAthat Shi Lang can only serve for
testing and trainingpurposes. It is not equipped for battles.

According to Prof. Davic Kang from USC,China's military expansion
contradicts its claimof a "peaceful rise," and thus hurts its credibility.

Chinese General Zhu Chenghu said in 2005 thatif the U.S. engaged in missile
attack against China,China would retaliate with nuclear weapons, even ifit
meant destroying all cities east of Xi'an.Zhu was not criticized for his
speech.

In January, China tested its J-20 stealth fighterduring the visit of U.S.
Secretary of DefenseRobert Gates. Hu Jintao said to Gatesthat he was "not
aware." Expert said to VOA thatif Hu was telling the truth, then the
governmenthad lost control of the military,which would be a troublesome
situation.

According to Wu Renhua, former Editor-in-Chief atPress Freedom Guardian,
the communist party is onlyputting up a show. He told VOA: "The party's
controlof the military as a principle will not change,especially since the
CCP also controlsthe police force and academics. The militaryis corrupt and
cannot engage in warfare.The CCP is putting up a show for the Western
world."
