【禁闻】一位农民工的「十二五规划」

【新唐人2011年4月6日讯】上个月，一个自称名为「龙明弓」的农民工网友，在网路上
写出了他自己的「十二五规画」成了中国大陆一篇很牛的文章。台湾《商业周刊》报导
也指出，外界应该看看这篇文章，它反映了中国广大农民工们真正的生活与心声。

今年三月初的中共「两会」上，有政协委员或人大代表提出许多关于农民工的「奇特」
提案。比如，为了实践十二五的大量城镇化目标，不鼓励农村孩子上大学；或，故意调
涨农药、化肥的价格，让农民买不起，而加速农民移居，成为城镇居民。

对此，一位自称「龙明弓」的网友在博客上发表文章说，他今年33岁，是个土生土长的
农村娃，在外打工十七年了。听完了今年的「两会」后，他订出了一套自己的「十二五
规画」。比如他这个单亲爸爸，要在三年内给女儿找个有「城市户口」的后妈。因为在
「两会」上有个叫王平的政协委员建议「不让农村孩子上大学」。他得让女儿跟着后妈
把户口变成「城镇居民」，摆脱农民工的身份才能念大学。

他还订出了一套执行计划。第一要改掉每月打三次电话给父母的习惯，改成一季写一封
家书，节省通讯费。第二个是改掉每周吃一次肉的习惯，变成每周吃三次胡萝卜，节省
伙食费。第三是别再花钱租房子了，直接在城里的天桥底下找个地方睡，节省住宿费。

台湾《商业周刊》上个月（三月）在报导中引用这篇文章指出，中共的「十二五规画」
说是要国富民富，让中国成为世界最大的城�国家。但其实存在拚命放款和乱投资等问
题，过多的资金在�场上炒房、炒粮，连茅台都炒。但农民工别说肉，连大蒜都买不
起。房价炒高了，刚出社会的大学生只能当蚁族，农民工们逼着只能睡天桥。

另外，说要大量兴建高铁，扩大城�规模。不过高铁已创下两个记录了。一个是中国铁
道部长刘志军下台后，外界才发现他有18个小老婆；另一个是中国高铁负债高达约人民
币一兆八千亿元，未来恐怕连利息都还不了。

《商周》报导指出，别光看中国一年喝的饮料瓶，堆起来是几座又几座的台北101，也
要知道中国有几亿农民工连猪肉都吃不起，中国高铁的债务堆起来也有十几座圣母峰那
么高。投资人不能不小心。

A Peasant's '12th 5-Year Plan'

Last month, a Chinese migrant worker and netizen,『Longminggong', posted
his own 『12th 5-Year Plan'online, which became a popular article in
China.Business Weekly (Taiwan) said that outsidersshould read this article
as it reflectsChinese peasant workers' true life and feelings.

At the Chinese Communist Party's (CCP) March『two meetings', CPPCC and NPC
members raisedmany absurd proposals about peasant workers.Like to
accelerate urbanization, rural youth shouldnot go to college; to purposely
raise farm chemicalsand fertilizers' prices so that peasantscould not
afford them and move to the cities.

Longminggong, 33, wrote, he was,born a peasantwho has worked away from home
for 17 years.After hearing details of the 『two meetings', he madehis own 『
12th 5-Year Plan' which included findinghis daughter a step-mother in 3
years, whichis in line with the CPPCC member propositionfor "rural youth
shouldn't go to college".His daughter must become an urban resident,unless
she follows her step-mother to college.

Longminggong made a detailed plan. To saveon communication costs, he will
not call his parentsthree times a month but instead will write to themevery
three months; to save on meal costs,he will not eat meat weekly, instead
will eat carrotsthree times a week; to save on housing costs,he will not
rent a house, but will sleep under a bridge.

Business Weekly (Taiwan) cited this article in March,saying that the CCP's
『12th 5-Year Plan' claimedto benefit the people and make Chinaworld's
biggest city-state. But the abuse of loansand investments is prevalent and
people speculateon houses, food and even Maotai. Peasant workerscannot
afford garlic, let alone meat.Housing prices are artificially inflated,and
peasant workers can only sleep under bridges.

The 『two meetings' also noted the increased growthin high-speed railways
projects and large cities.But China's high-speed railway has set two
records:the 18 mistresses of Liu Zhijun, former Ministerof China's
Railways; and the RMB1.8 trillion debt,that China would not be able to
payin foreseeable future, considering the interest rates.

Business Weekly said, don't just look at China'sannual production of
beverage bottles, which wouldbe enough to fill several Taipei 101
buildings,but take a note of the hundreds of millionsof peasant workers who
cannot even afford pork.The debt of China's high-speed railway could
alsopile up to be larger than ten Mount Everests.Investors need to be
careful.
