【禁闻】「黄金密档」揭国民党「保命本」

【新唐人2011年4月8日讯】1949年，国共内战末期，蒋介石政权战败，几百万部队撤到
台湾，让中华民国政府受到了沉重的经济压力。但是，当时的蒋介石政权居然挺过了那
段动荡时期，这中间有什么秘密呢？正在台湾上映的记录片「黄金密档」揭开了这个
谜。

在中华民国建国百年的时候，记录片「黄金密档」，揭开了1949年国民政府迁台时，如
何「抢运黄金」和「抢汇大战」的经过。而中华民国政府就是靠着这些黄金和外汇，维
系了关键的生存命脉。

根据史料记载，国民政府迁台，同时运来了357万两黄金，以及存放在美国、英国、印
度等七个国家，相当于640万两黄金的外汇。

据了解，这些黄金主要用在：新台币发行准备金80万两，军费172万两，政费90万两。
中华民国就是靠着这些"保命本」，度过了那段迁台初期的艰辛岁月，也才得以实现台
湾经济的腾飞。

密运黄金的核心人物，包括中央银行总裁俞鸿钧、蒋介石的大舅子宋子文和儿子蒋经
国。俞鸿钧是密运黄金的总企划。密运黄金行动共有七次，所有的行动，都直接和蒋介
石单线报告。

除了抢运黄金，在1949年国、共两党还有一波紧张的「抢汇大战」。当时国民政府存在
海外的外汇有3.84亿美元，换算成黄金共640万两。曾经负责在香港执行"抢外汇"任务
的董德成老人，生前受访回忆说：「如果再晚一、两小时，这些外汇就被共产党冻结了
"。

「黄金密档」用动画还原国民党当年搬运黄金的历史片段，由当事人口述那一段不为人
知的过去，但是，见证的却是国民政府溃败的一段历史。

丁雯静（记录片制作人）：「其实，我们就是有这个勇气去面对这样的历史，而这些历
史当事人，他们的见证，留给后人是很重要的、而且是很珍贵的历史材料。」

台湾敢于面对溃败的历史，中共当局是如何定性这段历史的呢？

中共官方《新华网》曾以《蒋介石逃台前偷运黄金内幕》为标题，介绍了这段历史。那
么，按照中共的描绘，国民党是否真的在"偷黄金"呢？当时谁是合法的政府呢？

著名律师郭国汀认为，中共从一开始就不是合法的政府。

郭国汀：「中共政权夺取政权很显然是（采用）非法的手段，因为当时的国民政府是一
个合法政府，而中共政权是在苏联的操控下，用武装叛乱的方式来推翻国民政府的。」

因此，这批属于国库的黄金，当时的国民政府是有权力�行转移搬运的。

郭国汀还表示，中共通过暴力夺取政权后，仍然依赖暴力、欺骗加恐怖，来维持政
权，完全没有人民自由同意的意志支撑，根本违背了国际法公认的「主权在民」的合法
性准则，所以中共政权始终是一个非法政权。

Taiwan's 『Gold Files'

When Chinese Civil War came to an end in 1949,Chiang and his Nationalist
Party army retreatedto Taiwan due to defeat, consequently
sufferingfinancial difficulties, which he and his partysomehow lived
through. Details have been unveiledin a new documentary in Taiwan called 『
Gold Files.'

During the Memorial Day celebrating100 Years of the Republic of China
(ROC),『Gold Files' told how ROC rushed to transport gold,and the Foreign
Exchange (FE) battle,by which ROC maintained its life.

According to historical records, ROC carried3.57 million taels of gold
along their way to Taiwan,together with the reserves of 7 other
countries,including U.S., UK and India.These equal 6.4 million taels of FE
gold.

Reportedly, this gold was mostly usedat New Tai Currency Reserve, military
expenditure,and administrative costs, with 0.8, 1.72 and 0.9in millions
respectively. Those were the keysupport bases on which the Taiwan economy
thrived.

Confidential gold transports were conducted byHongjun Yu, president of
China's Central Bank,along with Ziwen Song, Chiang's brother-in-law,and
Jing Guo Chiang, Chiang's son.Seven types of transport had been
programmed,all of which were directed along by Chiang.

In 1949, an intensive battle of FE took placebetween ROC and CCP (Chinese
Communist Party)At that time ROC held 0.38 billion U.S. dollarsof FE
reserve, which equals to 6.4 million gold taels.De Cheng Dong from the Hong
Kong's mission,mentioned in an interview, "With 1 or 2 hours delay,CCP
would have frozen all the funds."

『Gold Files' dramatized those periods of historythrough animation while
narrated by witnesses,only to represent a history of defeat for ROC.

Producer Wenjing Ding: "We have the courageto face such a a history, and
those concerned lefthistorical references that are so real and valuable."

The Taiwanese dare to face it. What about CCP？

CCP introduced this history with news entitled『Chiang Smuggled Gold Prior
to His Taiwan Retreat'published by Xinhua, CCP's official mouthpiece.Was
CCP right about ROC's smuggling？Who was the legal government at that time？

Renowned lawyer, Guoding Guo, suggestedthat the communist party has been
farfrom any legal government, even at its beginning.

Guoding Guo: "CCP seized power illegallyfrom ROC, the only legitimate
governmentat the time. Manipulated by the Soviet Union,CCP overthrew the
ROC as an armed rebellion."

Thereby the ROC government of that time wasright to transfer the gold from
the national treasury.

Guo thinks that the CCP has to rely on violence, liesand terror for its
governing, as after seizing power,it had no support from the free-willed
citizens. Suchgovernment fundamentally violates international lawin terms
of the principles of democracy.
